TRANSPORTATION/TRAFFIC <br /> <br />(A.B) Less Than Significant Impact <br /> <br />The proposed project would be situated within a residential <br />area. Access to the project site would be provided from Halladay <br />Street and Central Avenue. The City's General Plan identifies <br />that roadways and intersections within the project area are <br />operating at adequate level of services. Additionally, under a <br />future built out condition with recommended improvements, the <br />General Plan also identifies that roadways and intersections <br />would operate at adequate levels of service. The current and <br />projected level of service is based on the land uses established <br />in the General Plan. <br /> <br />The proposed project would generate less traffic than the former <br />city yard facility. Implementation of the proposed project <br />would not significantly impact current levels of service on <br />project area roadways and intersection. <br /> <br />The City's General Plan designates the project site open space. <br />The proposed project would be consistent with the General Plan <br />and the traffic projections for the project area. Implementation <br />of the proposed project would not individually or cumulatively <br />exceed any required level of service established by the City or <br />by the County's Congestion Management Program. <br /> <br />(C) No Impact <br /> <br />The proposed project involves the improvement and expansion of <br />an existing park. Implementation of the proposed project would <br />not result in any changes to air traffic patterns. <br />Implementation of the proposed project would not result in any <br />substantial safety risks related to aircraft traffic. <br /> <br />(D) Less Than Significant Impact With Mitigation <br /> <br />Construction operations associated the proposed project would <br />result in a short-term increase of construction traffic volumes <br />in the project area. The increased level of construction traffic <br />is not expected to significantly affect the capacity of existing <br />roadways in the project area.
