The IS/NOP will be circulated and commence the 30-day public <br />review period. The NOP/IS distribution list will be developed and coordinated with the City. <br />It too is assumed that URS will reproduce and distribute up to a maximum of 30 copies of the <br />NOP/IS via certified mail. Any comments received on the NOP/IS will be addressed in the <br />EIR, as necessary. <br />Based on initial correspondence with City staff, it is anticipated that one (1) public scoping <br />meeting will be conducted during the NOP 30-day review period. It is anticipated that up to <br />three (3) members from the URS consultant team will attend the public scoping meetings, one <br />of which will include the URS Project Manager. The objective of the meeting would be to <br />solicit comments from the public regarding potential environmental effects that should be <br />addressed in the Draft EIR. URS will assist the City in preparing presentation boards <br />regarding the project's characteristics and the environmental process. URS will assist the City <br />to record comments received at the scoping meeting, and also will prepare a City -addressed <br />comment card for the public's in providing comments. URS will prepare a tabular summary <br />of comments received at the meeting, which will be addressed in the Draft EIR. It is assumed <br />that this will be an open house format meeting, and no formal presentation materials (e.g., <br />Power Point) will be required. It too is assumed that the City will secure the scoping meeting <br />venue/facility, and all associated requirements (e.g., insurance, etc.). <br />b. Finalize and Circulate Proposed Draft EIR <br />Upon approval of the Proposed Administrative Draft EIR by the City, URS will assist the City <br />to publicly notice the Draft EIR. Methods to notice the Draft EIR are anticipated to be the <br />following: <br />1. Providing Notice of Completion to the State Clearinghouse Office of Planning and <br />Research and County Clerk's office (as necessary); <br />2. Publishing it in one newspaper of general circulation (local paper, the Register); <br />3. Posting the public notice at City Hall offices; and <br />4. Two (2) copies of the Draft EIR available at the City for public review. <br />URS will obtain a distribution list of responsible and other agencies from the City. URS will <br />distribute up to a maximum of 30 copies of the Draft EIR by registered mail or by Federal <br />Express, whichever is most cost effective. <br />Based on initial correspondence with City staff, it is anticipated that one (1) public hearing <br />will be conducted during the 45-day review period of the Draft EIR — the public hearing is <br />anticipated to take place as part of a City Planning Commission meeting. It is anticipated that <br />up to four (4) members from the URS consultant team will attend the public hearing, one of <br />which will include the URS Project Manager and a staff member from Discovery. The <br />objective of the meeting would be to solicit comments from the public regarding the Draft <br />EIR. URS will assist the City in preparing presentation boards regarding the project's <br />characteristics and the environmental process. URS also will assist the City to record <br />
