URS will prepare a tabular summary of comments <br />received at the meeting, which will be addressed in the Final EIR, as necessary. It is assumed <br />that no formal presentation by URS will be required as part of the public hearing on the Draft <br />EIR. <br />5. Response to Comments and Prepare Final EIR <br />Following the required public/agency review period on the Draft EIR, URS will respond to <br />agency and public comments. URS will respond to one round of City comments and produce <br />a Final EIR for consideration by the Planning Commission and City Council. The scope and <br />extent of public and agency review comments cannot be precisely determined before their <br />receipt. If additional effort is required to complete the Draft Final EIR, then URS will notify <br />the City and work up to the limits of our budget, pending City approval of a contract <br />modification should additional time be needed by URS to respond to comments received on <br />the Draft EIR. <br />It should be noted that environmental impacts may not always be mitigated to a less than <br />significant level. When this occurs, impacts are considered unavoidable significant impacts. If <br />such impacts are identified as part of the proposed project addressed herein, a Statement of <br />Overriding Considerations will be prepared and included as part of the Final EIR. <br />URS will be responsible for filing the project Notice of Determination (NOD) with the <br />County Clerk's Office and State Clearinghouse Office of Planning and Research. URS <br />assumes that the City will provide URS with any filing fee checks to cover Fish and Wildlife <br />fees that will be required to file the NOD. This fee, or any other project -related filing fees, are <br />not included in this proposal. <br />6. Attend Meetings <br />In addition to the above -referenced public scoping meeting during the NOP/IS review period <br />and public hearing on the Draft EIR, URS anticipates attending an additional community <br />meeting (e.g., Historic Resources Commission) for this project. It is anticipated that two <br />members from the URS team, including the URS Project Manager, will attend this meeting. It <br />is assumed that the graphic presentation materials (e.g. boards) used for the public scoping <br />meeting will be utilized at this community meeting. URS will record verbal comments <br />provided at the meeting in tabular format. It too is assumed that the City will secure the <br />scoping meeting venue/facility, and all associated requirements (e.g., insurance, etc.). <br />At this time, URS assumes that there will also be one public meeting on the proposed project <br />before the City`s Planning Commission and one before the City Council. It is assumed that a <br />maximum of three staff from the URS project team, including the URS Project Manager and <br />one staff member from Discovery, will attend these particular meetings. <br />Finally, it is assume that two coordination meetings will be held with City staff on this project <br />in addition to the project kick-off meeting. <br />
