Agency (EPA) Rule on All Appropriate Inquiry (AAI) with the resulting <br />revisions to the ASTM E 1527-05 has been addressed. The AAI Rule expands <br />the records review requirements by increasing the search distance beyond the <br />former ASTM E 1527-00, incorporation mandatory searches for engineering <br />and institutional controls, and mandatory review of local goverunent and <br />Indian tribal records. URS will confirm that the historical sources and data <br />gaps identified for the project site has been documented and their significance <br />reported. URS will provide a letter summarizing the resLilts of the review. <br />URS will provide our services for a sump sum included in the project budget <br />that has been placed in an envelope and attached to this proposal. <br />During the course of our Phase I ESA review, if URS determines that the <br />previous Phase I ESA was inadequate, then we prepare a letter report that <br />addresses the new U.S. EPA Rule on All Appropriate Inquiry with the <br />resulting revisions to the .ASTM E 527-05 are addressed. An additional lump <br />sum fee for this work has been included in the project budget. <br />During the course of our Phase I ESA review and/or Phase supplemental <br />report, URS will apprise the City of any findings that could indicate the need <br />for further investigation of any hazardous conditions on the project site. URS <br />understands that the current use for the project site is for used car sales and <br />repair. Depending on the condition of the project site, URS will be able to <br />provide recommendations on whether further investigation is necessary, <br />including the preparation of a Phase II EAS. The cost of preparing a Phase 11 <br />ESA would be based on a time -and -materials basis that has not been included <br />in this scope of work or project budget. <br />d. Noise Study <br />The URS Noise and Vibration Group staff will assess the existing land uses <br />on and surrounding the project site using the most recent land use mapping <br />provided by the City for the proposed commercial project. This inforrnation <br />will be verified by a windshield survey of the proposed location. Future <br />proposed land uses in the vicinity of the project site will also be identified. <br />This information is necessary to prepare an accurate noise assessment of the <br />proposed project. <br />URS also will conduct a long -teen (24-hour) and short -teen (10-15 minutes) <br />ambient noise measurements to quantitatively assess existing noise levels. The <br />purpose of these measurements is to determine existing noise exposure levels <br />and provide a baseline for assessing changes in noise levels attributable to the <br />proposed project. <br />The project is expected to generate traffic which will increase the level of <br />vehicles traveling on the roadways in the vicinity of the project site. The <br />change in the projected noise exposure level due to the expected increase in <br />traffic will be calculated, and any impacts to noise sensitive land uses in the <br />project area associated with those noise level increases will be identified. <br />5 <br />
