Potential noise sources associated with the subject project will be identified.
The source power levels from any project -related mechanical equipment will
be obtained from the corresponding equipment manufacturers by the City
and/or project proponent and provided to URS for inclusion in the noise
analysis. The projected noise levels emanating from this equipment will be
calculated and the potential for impact to adjacent noise sensitive land uses
will also be determined. An analysis will be made of the potential noise due to
on -site traffic related sources. This will include noise from vehicles in the
proposed parking lot, vehicle alarms, and delivery trucks. Impacts from these
sources on the existing adjacent land uses will be identified.
Short-term (construction related) noise sources associated with the proposed
project will be identified and assessed and noise impacts will be determined.
This will include noise and vibration from various types of construction
equipment expected to be used at the site, including the use of pile driving
equipment. The type of piles and pile driving equipment proposed to be used
for this project will be examined and the potential for impacts to the
surrounding community will be determined. This assessment will examine the
adjacent land use as well as the distance to the pile driving activity.
Should the use of noise mitigation measures be required for either short-term
or long-term project related impacts, a series of specific noise mitigation
measures will be developed (including types, locations, sizes, materials)
which will reduce the impact of project related noise levels to meet the
applicable exterior noise standards at the surrounding noise sensitive land
uses. This may include a noise and vibration monitoring program to measure
the potential impacts of construction noise to the existing residences adjacent
to the project site. or recommendations to the types of piles and drivers used
during construction.
A noise technical report will be prepared documenting the results of the noise
measurement survey, detailing the findings of impact, the mitigation measures
necessary to reduce those impacts, and level of significance.
e. Traffic Study
URS understands that a traffic study has already been prepared for another
project that was proposed on the project site per our conversation with Shahir
Gobran of the City's staff on this matter. Mr. Gobran thought that enough
information was available in that study to determine the traffic impacts of the
proposed commercial project. We have already requested an electronic copy
of the traffic report for URS' review. We are assuming at this time that
enough information is available from the existing report to determine the
commercial project's impacts on traffic on Harbor Boulevard and the
surrounding area and to fill out the project Initial Study.
m
