Bella Terra Residential Community and Temple Project <br />Psomas will also review the Project plans, design, and Traffic Memorandum to evaluate operational <br />noise impacts to offsite sensitive receptors (i.e., the residential units located to the north, south, <br />east, and west). Onsite noise sources such as the operation of HVAC units and common <br />residential activities will be qualitatively evaluated against the standards contained in the City's <br />General Plana nd Noise Ordinances. Increases in traffic noise on local roadways will also be <br />discussed and quantified. If mitigation measures are required to minimize noise and vibration <br />impacts, recommend measures will be coordinated with the City. Lastly, a discussion on aircraft <br />noise emanating from the John Wayne Airport will be included, even though the Airport is located <br />over five miles southeast of the Project site. A Noises action will be developed summarizing the <br />findings of the analysis, and the support data and calculations will be provided as an appendix. <br />Transportation <br />Psomas will provide a Traffic Memorandum forthe Bella Terra development; a Traffic Impact <br />Analysis (TIA) is not anticipated to be required due to the size of the Project. Psomas will provide a Memorandum to document the screening and additional discuss, <br />as necessary. The Memorandum will include the following: <br />• A description of existing transportation facilities and traffic control in the immediate <br />Project vicinity <br />• A discussion of Project site access <br />• Trip generation estimates for the Project <br />• A discussion of VMT screening <br />• Responses to the four CEQA transportation questions <br />A 24-hour count will be conducted on West Hazard Avenue along the frontage of the Projoctto assist <br />with the air quality and noise analyses. No analysis or traffic design is assumed in this SOW. If the <br />City determines that a TIA is required, a Side Letter Amendment will be required. This process would <br />require resubmission to legal for review and signatures. <br />Subtask 2.2 Peer Review of Existing Technical Studies <br />As indicated above, we assume a number of studies (i.e., Hydrology and Water Quality, <br />Geotechnical, and Phase I ESA) may have been prepared by the Applicant's consultants for the <br />Project.
