"Mortgage" means the conveyance of any portion of the project to secure the <br />performance of an obligation, which conveyance shall be void upon the due performance of said <br />obligation. <br />"Mortgagee" means a lender, whether a person or entity, to whom a mortgage is made; <br />"mortgagor" means an Owner who mortgages his or its property to another, i.e., the maker of a <br />mortgage. <br />"Nu isan ce ".means anything which is injurious to health, or is indecent or offensive to the <br />senses, or an obstruction to the free use of property, so as to interfere with the comfortable <br />enjoyment of life or property, within the meaning of California Civil Code Section 3479 and <br />other applicable law. <br />"Owners" shall mean the current owners of the Parcels and their successors and assigns, <br />but excluding those having such interest merely as security for the performance of an obligation. <br />"Parcel" shall mean the boundaries of each legal parcel as designated by the county <br />assessor and which parcels are a part of the Project. <br />"Person " means a natural person, corporation, partnership, association, firm or other <br />entity as the context may require. <br />"Project" includes those parcels of property currently improved with apartment <br />building(s) and appurtenant parking facilities, which are located within an area of Santa Ana, <br />California which is bounded by McFadden Avenue to the south, the property line between <br />parking lots to the west, Grant Street to the north, and the railroad property line to the east. <br />"Rules and Regulations" means those riles and regulations adopted by the Association <br />or its Board, including any amendments or additions thereto. <br />"Unit" shall mean and refer to those individual dwelling knits in the Buildings in the <br />Project. <br />"Utility Allowance" means a reasonable allowance for utilities, as defined by the United <br />States Department of Housing and Urban Development for the Federal Section 8 program, and <br />adopted from time to time by the Housing Authority of the City of Santa Ana. The allowance <br />includes garbage collection, sewer, water; electricity, gas and other heating, cooking and <br />refrigeration fuels, but excludes telephone or cable television service, <br />H.
