Description of Project: <br /> <br />The proposed project consists of the conversion of an existing 29,106 square foot industrial building into a <br />new 2,400 seat church sanctuary. In order to allow the new sanctuary, the applicant is proposing to <br />change the zoning designation of the existing site from Light Industrial (M1) to Specific Development No. <br />82. The intent of the Specific Development Plan is to allow churches, which were once permitted in the <br />Light Industrial (M-1) zoning district but are no longer allowed. <br /> <br />The project includes the interior and exterior remodel of a vacant building to provide a larger worship <br />facility and additional office space for the church. Additionally, minor architectural improvements such as <br />the removal of damaged wood shingles, the installation of new plaster, and new paint are proposed for <br />the exterior of the building. Landscaping improvements will be limited to the maintenance of existing <br />plant material, the replacement of missing plant material within existing setbacks and parking lot planters, <br />and the removal and replacement of trees that are damaging sidewalks. <br /> <br />The church will provide 630 parking spaces both on and off-site, including 245 on the premises, 113 at <br />Spurgeon Intermediate School immediately west of the site, 272 spaces at the school district warehouse site <br />northwest of the subject site. Additionally, street parking for approximately 200 vehicles is provided on the <br />streets serving the industrial uses to the south of the church site. Parking for an additional 120 vehicles for <br />overflow parking during special events will also be available on the OCT A right-of-way north of the site. <br /> <br />The project currently has an Industrial (IND) general plan land use designation and Light Industrial (M1) <br />zoning designation. Therefore, a general plan amendment and zone change are proposed. Additionally, <br />a conditional use permit to allow a church facility within an SD zoning distinct, a variance to allow a <br />reduction in required parking and site plan review approval for a development within an SD zoning district <br />are requested. <br /> <br />Templo Calvario currently holds services within a smaller, 1,150 seat facility in an adjacent building at <br />2617 West Fifth Street. Currently, services are held on Sunday at 8:00 a.m., 10:00 a.m., 12:00 p.m. and <br />5:00 p.m. In addition, other programs such as church office operations, a child care center, a book store <br />and community outreach programs are operated from adjacent spaces within the existing campus. <br />These programs are normally operated Monday through Friday from 8:00 a.m. to 5:00 p.m. <br /> <br />LL\M:\WP51\MISC\Templo Calvario MND.doc <br /> <br />E19C!8'1 <br /> <br />Page 1 of 2 <br />
