Surrounding Land Uses and Setting: <br />The project site is a fully developed, rectangular shaped parcel located on the northeast corner of Fifth <br />and Fairview Streets. Vehicular access to the site is provided on both Fifth Street and Fairview Street. <br />with Fairview Street listed as a major arterial street in the Circulation Element of the City's General Plan. <br />The surrounding land uses include the vacant OCTA right-of-way and residential to the north, industrial <br />uses to the south and east, and an intermediate school and a school district warehouse to the west. <br /> <br />XI. Other agencies whose approval is required. <br />No approval is required from outside agencies. <br /> <br />Environmental Factors Potentially Affected: <br /> <br />The environmental factors checked below would be potentially affected by that project, involving at least one <br />impact that is a "Potentially Significant Impact" as indicated by the checklist on the following pages. <br /> <br />o Aesthetics <br />o Agricultural Resources <br />o Air Quality <br />o Biological Resources <br />o Cultural Resources <br />o Geology and Soils <br />o Hazards and Hazardous Materials <br />o Hydrology and Water Quality <br />o Land Use and Planning <br /> <br />o Mineral Resources <br />o Noise <br />o Population and Housing <br />o Public Services <br />o Recreation <br />o Transportation and Traffic <br />o Utilities and Service Systems <br />o Mandatory Findings of Significance <br /> <br />Environmental Determination <br /> <br />On the basis of this initial evaluation, I find that: <br /> <br />A. 0 The proposed project COULD NOT have a significant effect on the environment and a NEGATIVE <br />DECLARATION will be prepared. <br /> <br />B. [gI Although the proposed project could have a significant effect on the environment, there will not be a significant <br />effect in this case because revisions to the project have been made by or agreed to by the applicant. A <br />MITIGATED NEGATIVE DECLARATION will be prepared. <br /> <br />c. 0 The proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT <br />REPORT is required. <br /> <br />D. 0 Although the proposed project could have a significant effect on the environment, because all potentially <br />significant effects (a) have been analyzed adequately in an earlier EIR (EIR No. - ) pursuant to applicable <br />standards and (b) have been avoided or mitigated pursuant to that earlier EIR, including revisions or mitigation <br />measures that are imposed upon the project, nothing further is required. <br /> <br />E. 0 Pursuant to Section 15164 of the CEQA Guidelines, an EIR (EIR No. - ) has been prepared earlier and only <br />minor technical changes or additions are necessary to make the previous EIR adequate and these changes do <br />not raise important new issues about the significant effects on the environment. An ADDENDUM to the EIR <br />shall be prepared. <br /> <br />F. 0 Pursuant to Section 15162 of the CEQA Guidelines, an EIR (EIR No. - ) has been prepared earlier; however, <br />subsequent proposed changes in the project and/or new information of substantial importance will cause one <br />~or more significant effects no previously discussed.
