B Services Provided 10 <br />A description of proposed services to be provided and how they meet the needs of the City as <br />described in Exhibit I - Scope of Services. <br />P P - 0 H > 'c o CSC has more than 50 years of experience in the security, guest services, and crowd <br />management industry. This experience allows CSC to provide highly trained and skilled personnel for <br />any requirements as listed in Exhibit I - Scope of Services. <br />In addition when needed, CSC Orange County can receive support, both staff and logistical resources, <br />from other CSC branches including San Bernardino, Los Angeles, and San Diego. Since CSC training <br />is standardized throughout the company, outside staff integrate seamlessly with staff from the local <br />office. <br />As shown below, the City of Santa Ana can be assured that your events will be filled with well - <br />trained, highly knowledge staff that are familiar with your policies and procedures as well as your <br />management team. <br />Staffing & Workforce - Building the Team <br />Solid plans and effective management are im- <br />portant, but it is the Event Services workforce <br />that reflects the capabilities, culture and level of <br />commitment of the entire organization. It is for <br />this reason that CSC places such a strong em- <br />phasis on the recruitment, administration, train- <br />ing and support of this large group of personnel. <br />Recruitment & Selection <br />Focuses on managing and coordinating the pro- <br />cesses to identify, attract, select, and assign labor <br />to the various positions in the Security Services <br />operation. <br />• Recruitment - Being a large user of paid <br />hourly staff, CSC's involvement would be- <br />gin at the planning stages to ensure prop- <br />er coordination and development of la- <br />bor sources, applicant data management, <br />screening processes, placement proce- <br />dure, candidate communication and re- <br />tention. <br />• Staff Selection - Strategy and process to <br />select staff from the identified pool. This <br />process may be a mix of individual inter- <br />views, group interviews, data analysis or <br />recommendations from a third party (e.g., <br />seconded positions) <br />Staff Demand Analysis <br />• Working closely with management, this <br />function involves determining the optimal <br />size of the Event Services workforce across <br />all areas of the event. <br />• Staff Estimation - Combining predeter- <br />mined scope, staffing standards (Staff to <br />Supervision ratios of 10 to 1 - relevant to <br />area of responsibility) and base venue as- <br />sumptions to review current staff demand <br />and budget estimates <br />Peak Headcount Dot Plans- Using staffing <br />standards and site analysis review to de- <br />termine the peak number of staff required <br />in each venue. These plans will be tailored <br />to each phase of the operation and type <br />of shift. <br />Shift Strategies and Staff Pooling - Using <br />venue schedules and dot plans to create <br />blank schedules, taking into consideration <br />the optimal way to structure shifts, super- <br />vise groups and redeploy personnel across <br />all Event Services duties. This process will <br />refine the staff estimations and maximize <br />the utilization of the workforce. <br />Staff Scheduling <br />This process involves the merging of the staff de- <br />mand and staff supply efforts. <br />• Schedule Building -Utilizes the staff <br />demand that has been previously deter- <br />mined <br />• Workforce Availability- Confirming the <br />availability of the workforce for specific <br />shifts <br />• Rostering -Assigns staff to shifts, creat- <br />ing individual work rosters.
