(9) <br />a. Examples of publicly -permitted functions are conducting business license searches with <br />pre -defined data returns and viewing the City's business license roster with filter <br />capabilities (e.g., date of business startup, license type, address, and name). <br />D. UNLICENSED BUSINESS LEAD DEVELOPMENT REQUIREMENTS <br />Actively support the conversion process of guiding leads towards business license registration <br />which may include the upload of external data to be compared with City of Santa Ana data to <br />identify unlicensed businesses within the City's boundaries. <br />a. The workflow processes must allow for mass communication to leads with the ability to <br />track responses. <br />b. The system must provide a pre-licensing/revenue tracking module utilizing available City <br />of Santa Ana and third- party business data for sub -programs, such as but not limited to: <br />i. Franchise Tax Board (FTB) business license exchange data; <br />ii. Secretary of State (SOS) pass-thru entities and holding companies; <br />iii. Fictitious Business Name (DBA) business name registrations; <br />iv. Sales Tax Registrations (AB990); <br />v. Sales Tax Allocations <br />vi. State of California's Contractors State License Board business registrations; and <br />vii. Other miscellaneous in-house sub -program data (e.g. Commercial Landlord <br />Tenant Roster/Independent Contractor filings, Municipal Utility Tenant <br />registrations, Section 8 Housing registrations, Condominium/HOA Roster Filings, <br />Purchasing Agreements and Specifications) <br />2. Possess the ability to search, filter, and categorize leads to view and process by source, business <br />license type, campaign category, and other relevant attributes; and <br />3. Possess the ability to export bulk lead records with mail merge printing capabilities to allow for <br />the creation and revision of licensing notices and other letters/memorandums/documents <br />generated with predefined document templates, including archiving final notices based on <br />campaign type and requestor ID. <br />E. IMPLEMENTATION REQUIREMENTS <br />1. Full implementation, release, and acceptance are required by mid- to late-2025. <br />2. Proposers must provide projected software customization, testing, data migration, <br />implementation, parallel operation and final release and acceptance timelines. <br />3. Provide unlimited phone and email support to the City of Santa Ana during the City's regular <br />business hours. The City operates from 7:30 A.M. — 5:30 P.M. Monday through Thursday, and <br />8:00 A.M. — 5:00 P.M. every other Friday. <br />4. Emergency support after regular business hours must also be made available and may be <br />charged separately. <br />5. The ability to provide remote support is ideal. <br />6. The ability to view Support and Enhancement Requests (including individual and City-wide <br />request tickets) via reports and/or portal access is required. <br />City of Santa Ana RFP No. 23-165 Page 28 of 196 <br />
