(9) <br />f. Masking data at the user and application level (administrator and inactive directory <br />accounts), and <br />g. Enabling the selection of system administrators; <br />25. Support a single sign -on from within the City of Santa Ana's internal network. <br />a. If single sign -on is unavailable, supports LDAP authentication via Active Directory. At the <br />minimal, employ authentication measures using application -based sign -on with <br />usernames and passwords secured over the TLS communication protocol version 1.2 and <br />greater; <br />b. For externally hosted solution, authenticate using SAML 2.0 is preferred. <br />26. For on -premises hosting, The City of Santa Ana Information Technology prefers solution that is <br />compatible with Microsoft Windows Server, preferable the latest version (2022). If Microsoft <br />Windows Server is not supported, alternate operation systems may be considered but priority is <br />to Windows Server; <br />27. For on -premises hosting, The City of Santa Ana Information Technology prefers solution that is <br />compatible with Microsoft SQL Server 2017 or 2019 name instance. If Microsoft SQL Server is <br />not supported, alternate database systems may be considered but priority is to SQL Server; <br />28. Integrate with Microsoft Exchange Server 2016 or later for system functionalities requiring City <br />infrastructure to send and receive emails; and <br />29. Ensure that the proposed system provides updates for current and future versions of integrated <br />City software at no additional cost, except cost incorporated in an annual base support and <br />maintenance fee. <br />C. PUBLIC PORTAL / CITIZEN ACCESS REQUIREMENTS <br />Ensure the Public Portal / Citizen Access component(s) support multiple browsers and their <br />versions, and multiple operating systems in desktop or scalable mobile formats (i.e. tablet, <br />smartphone, laptop, etc.); <br />a. Software web and mobile device functionality is a requirement in order to provide an <br />effective e-commerce experience and unique "customer friendly" online portal for <br />businesses, property owners, applicants, and contractors to access their business license <br />information and status. <br />2. Support translations within the system itself or through integrated tools, such as Google Translate, <br />with specialized expert (City defined) language translations as needed; <br />3. Enable members of the public to submit inquiries and complaints online, without requiring access <br />credentials should submitters desire to remain anonymous. <br />a. This function may employ a link to the City of Santa Ana's web forms, or may offer a <br />module for inquiries within the system itself which is ideal; and <br />4.
