Orsz <br />Director ? <br />SUBJECT: Implementing Guidance for the Reports on Use of Funds Pursuant to the <br />American Recovery and Reinvestment Act of 2009 <br />This memorandum transmits government -wide guidance for carrying out the <br />reporting requirements included in Section 1512 of the American Recovery and <br />Reinvestment Act of 2009 (Recovery Act). The reports required under Section 1512 of <br />the Act will be submitted by recipients beginning in October 2009 and will contain <br />detailed information on the projects and activities funded by the Recovery Act. When <br />published on www.Recovery.gov, these reports will provide the public with an <br />unprecedented level of transparency into how Federal dollars are being spent and will <br />help drive accountability for the timely, prudent, and effective spending of recovery <br />dollars. <br />Federal efforts to provide transparency into Recovery Act spending have been <br />underway since the Act's inception. Today, www.Recovery.gov and individual agency <br />websites contain voluminous data on Federal agency spending, including weekly updates <br />on all Recovery Act obligations and outlays. As significant recovery funds have now <br />made their way into local communities and the work to rebuild our economy continues to <br />gain momentum, it is essential that the public have access to information on the manner <br />in which funds are being expended at the local level. <br />Recipient reports required by Section 1512 of the Recovery Act will answer <br />important questions, such as: <br />• Who is receiving Recovery Act dollars and in what amounts? <br />What projects or activities are being funded with Recovery Act dollars? <br />What is the completion status of such projects or activities and what impact <br />have they had on job creation and retention? <br />Based on input received from the public on previous implementing guidance <br />issued by the Office of Management and Budget (OMB), the reporting framework in the <br />attached guidance has been updated and enhanced to capture additional spending data <br />from prime recipients and sub - recipients of Federal financial assistance Recovery Act <br />
