REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 3, 2010 <br />TITLE: <br />AGREEMENT FOR DOMESTIC <br />WATER QUALITY TESTING <br />SERVICES <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15f Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached two -year agreement <br />with the option to extend for a second two -year term at the same contract amount for domestic <br />water quality testing with Clinical Laboratory of San Bernardino, Inc. in the biennial not -to- exceed <br />amount of $104,918 subject to non - substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The California Department of Health Services, in accordance with Title 22 of the California Code of <br />Regulations, enforces the primary and secondary drinking water standards for public water systems. <br />Compliance with these standards requires laboratory testing of the City's water system by a State - <br />approved laboratory. <br />The current City contract for water quality testing will expire in June 2010. Therefore, Request for <br />Proposals to provide the required testing were sent to five laboratories. <br />Four proposals were received and evaluated by a three - member selection committee. Following <br />the rating of the laboratories, the fee proposals of the top three rated laboratories were opened. The <br />composite ratings and requested fees are as follows: <br />TestAmerica <br />Clinical Laboratory of San Bernardino, Inc. <br />E. S. Babcock and Sons, Inc. <br />25G -1 <br />RATING FEE <br />92.7 $100,372 <br />91.0 $ 95,380 <br />84.7 $181,472 <br />
