5.2 PROJECT MANAGER —' - <br />Jim Kolk has served as the primary project manager for the City's FOG Program projects for the <br />' past four years and will continue to serve in this role (for a minimum of 1 year). Mr. Kolk will <br />provide overall management and leadership that will include maintaining an effective team, <br />ensuring availability of technical staff, maintaining quality, and resolving project issues. Jim has <br />' 17 years of experience involving project management, collection system assessments, and FSE <br />inspections. He has managed a variety of FOG projects involving program development, <br />ordinance development, CCTV assessment, inspections, permitting, enforcement, BMPs, GIS <br />development, and plumbing code compliance. Jim has managed many of EEC's FOG <br />characterization projects including over 350 Hot Spot characterizations, FOG source <br />identification and structural issues, and the assessment of cleaning effectiveness. He works with <br />' the latest CCTV equipment and data acquisition/assessment software and has managed Grease <br />Interceptor Conditional Waiver (or Variance) programs for several cities/agencies involving <br />granting, extending, or revoking waivers based on FSE inspection data and CCTV evidence of <br />' FOG accumulation in the sewer system. <br />u <br />1 <br />1 <br />EXHIBIT 3 <br />Summary of Key Staff Qualifications <br />City of Santa Ana - FOG Program Management Proposal <br />25H -22 <br />EEC <br />
