Requiring the developer to submit evidence, for the provision of the <br /> payment of "Prevailing" and/or "Area Standard Wages" as appropriate, <br /> that it has entered into a labor agreement with the Loa Angeles and <br /> Orange Counties Building and Construction Trades Council. Said <br /> agreement shall also include provisions that encourage the referral <br /> and utilization, to the extent permitted by law, of qualified <br /> residents ae journeymen, apprentices and trainees. An executed copy <br /> of the agreement shall be submitted to the City prior to the issuance <br /> of building permits; <br /> 3. Prohibiting the developer to request or accept any agreement with the <br /> Santa Ana Community Redevelopment Agency for economic, debt service <br /> payments, or other assistance for the development of the Project; <br /> 4. A provision that all offsite mitigation measures identified in the <br /> entitlements shall be specifically listed and incorporated into the <br /> Agreement (the "Project Mitigation Measures"). Developer shall <br /> deposit cash, security in a form acceptable to the City~a Executive <br /> Director of Public Works Agency, or other reasonably acceptable proof <br /> of ability to perform to pay for the Project Mitigation Measures <br /> (including traffic studies) at the time called for in the <br /> entitlement, and in any event, prior to the issuance of building <br /> permits. Any deposit shall be supplemented to cover the actual costa <br /> incurred. The Public Works Agency shall provide to the Developer an <br /> estimate of the Project Mitigation Measures which shall include land <br /> acquisition and construction coats pertaining to the public <br /> improvements required of the Project; <br /> 5. Defining and requiring core construction costa of the Project shall <br /> not be leas than the RS Means "Medium" square footage estimate, <br /> including the installation coat of all mechanical and electrical <br /> equipment for a Claee A high rise office building; <br /> 6. Requiring the drop off/pick up area for Orange County High School of <br /> the Arta (OCHSA) be approved by the City Bngineer and implemented <br /> b®fore any demolition or construction is initiated for the Project; <br /> <br /> 7. Relocating the historic structure located at 1015 North Broadway <br /> (Twist-Basler House) to Cabrillo Park at the sole expense of the <br /> Developer. Additionally, the structure shall be set upon a new <br /> foundation, supplied with all necessary utilities and shall be <br /> rehabilitated to City standards.
