Collaborative efforts ensure seamless <br />service delivery and maximize the impact of programs for targeted populations. <br />• Targeting Investments: Regional strategies are driven by data-informed <br />decision-making, allowing for strategic alignment of resources in key industries and <br />populations. These targeted investments support economic mobility and address <br />disparities in access to workforce opportunities. <br />• Expanding Integrated Learning: The RPU promotes work-based learning <br />opportunities, such as apprenticeships, internships, and on-the-job training <br />programs, which enable job seekers to gain practical, hands-on experience. <br />• Resource Sharing and Funding: By sharing resources and braiding funding <br />streams, the RPU efficiently supports regional goals and ensures that services are <br />accessible and sustainable. <br />Adopting the OWA brand further amplifies these efforts, enhancing regional recognition <br />and promoting unified services, training programs, labor market insights, and support for <br />businesses, adults, and youth. <br />B. Regional Administrative Cost Arrangements <br />The RPU’s collaborative approach extends to administrative arrangements, where the <br />three workforce boards act as fiscal agents for specific projects. This structure enables <br />flexibility and ensures accountability while facilitating the effective execution of joint <br />initiatives. Although the boards have not established overarching cost-sharing <br />agreements, they remain open to exploring pooled administrative funding if it proves <br />advantageous for achieving regional objectives. <br />By focusing on efficiency and collaboration, the RPU ensures that administrative <br />arrangements support the overarching mission of aligning workforce, education, and <br />industry resources to meet regional needs.
