INTRODUCTION AND OVERVIEW <br /> <br />The Workforce Innovation and Opportunity Act (WIOA) requires each Local Workforce <br />Development Board (LWDB) to develop and submit a comprehensive four-year plan, <br />which must be updated every two years. This Unified Local Workforce Development Plan <br />represents the collaborative efforts of the Santa Ana, Anaheim, and Orange County <br />Workforce Development Boards (WDBs) to align and integrate workforce development <br />services and resources in the region. The plan serves as a strategic roadmap for the <br />period of July 1, 2025, through June 30, 2028, outlining the shared goals, strategies, and <br />priorities of the three LWDBs in addressing the workforce needs of job seekers, <br />businesses, and the community. <br />The WDBs have a long history of collaboration and partnership in serving the region's <br />diverse workforce needs. By leveraging their collective resources and expertise, the <br />WDBs aim to create a seamless, efficient, and effective workforce development system <br />that supports economic growth, job creation, and individual prosperity. This Unified Local <br />Workforce Development Plan builds upon the successes and lessons learned from <br />previous plans while incorporating new strategies and approaches to address emerging <br />challenges and opportunities. <br />The plan is grounded in the principles and objectives of WIOA, which emphasize the <br />importance of regional collaboration, industry-driven strategies, customer-centered <br />services, and data-driven decision-making. It also aligns with the California Workforce <br />Development Board's strategic vision and goals, ensuring local efforts contribute to the <br />statewide workforce development agenda. <br />The development of this plan involved extensive stakeholder engagement, including input <br />from WIOA core and required partners, local businesses, educational institutions, <br />community-based organizations, and job seekers. The insights and recommendations <br />gathered through this inclusive process have shaped the strategies and priorities outlined <br />in the plan. <br />The Unified Local Workforce Development Plan is organized into several key sections, <br />each addressing critical aspects of workforce development in the region: <br />• WIOA Core and Required Partner Coordination <br />• State Strategic Partner Coordination <br />• WIOA Title I Coordination <br />• Collaborative Strategies to Address Environmental Sustainability <br /> <br />Throughout the plan, the WDBs demonstrate their commitment to creating an inclusive, <br />accessible, and high-quality workforce development system that meets the needs of all <br />residents and businesses in the region.
