Improving Data Tracking <br />• Explore the feasibility of developing local codes or program activities in <br />CalJOBS to improve the tracking of CalFresh E&T participant enrollment and <br />service outcomes. <br />• Assess the need to enhance data-sharing agreements between SSA, WDBs, <br />and CalFresh E&T providers to measure the effectiveness of workforce <br />interventions and improve service coordination. <br /> <br />By implementing these strategies, the Anaheim, Santa Ana, and Orange County <br />Workforce Development Boards will strengthen CalFresh E&T service coordination, <br />and expand participant workforce opportunities. <br /> <br />B. Coordination with Local Child Support Agency and Other Local Partners <br />Serving Individuals That Are Non-Custodial Parents <br /> <br />The WDBs partner with the Orange County Department of Child Support Services <br />(DCSS) to help non-custodial parents (NCPs) gain employment, increase economic <br />stability, and meet child support obligations. This partnership ensures that NCPs have <br />access to workforce training, job placement assistance, and career development <br />services that help them achieve long-term financial independence and family- <br />sustaining wages. <br /> <br />The WDBs and DCSS continue strengthening their collaboration by improving service <br />coordination, referral processes, and workforce training opportunities for NCPs. <br />Recognizing the unique challenges faced by this population, the workforce system <br />aims to provide tailored employment solutions, including career workshops, legal <br />assistance, and job readiness training, to help NCPs transition into stable <br />employment. <br /> <br />Through stakeholder meetings, it was identified that many NCPs are also justice- <br />involved individuals who face additional barriers to securing employment, highlighting <br />the need for targeted strategies to support this population. Additionally, discussions <br />emphasized that successfully connecting NCPs to career opportunities requires <br />tailored workforce solutions that address their specific needs, including multilingual <br />career workshops, targeted outreach to low-income gig workers, and expanded career <br />pathways that provide financial stability and opportunities for advancement. <br /> <br />Ongoing Collaboration and Service Coordination <br /> <br />The WDBs, DCSS, and workforce system partners collaborate to enhance service <br />delivery and workforce access for NCPs. Coordination efforts include: <br /> <br />• Providing cross-training between DCSS staff and workforce professionals to <br />improve WIOA program knowledge and referrals. <br />• Increasing collaboration on job recruitment events, ensuring DCSS distributes job <br />flyers and workforce information in client-facing settings. <br />EXHIBIT 2
