Orange County WDBs PY 2025-28 Unified Local Plan <br /> <br />15 | Page <br /> <br />• Expanding partnerships with community-based organizations to strengthen <br />wraparound services for NCPs, including legal aid and employment readiness <br />programs. <br /> <br />Future Strategies for Strengthening Workforce Support for Non-Custodial <br />Parents <br /> <br />To further support NCPs in accessing workforce services, the WDBs and partners will <br />implement the following strategies: <br /> <br />1. Strengthening Referral and Outreach Processes <br />• Fully implement a streamlined digital referral process, improving service <br />coordination and tracking. The original plan to use CalJOBS for referrals has <br />proven challenging to implement widely. <br />• The partnership will initially prioritize increasing overall referral volume, <br />followed by an assessment of the need for non-English services and <br />specialized workshops to support diverse NCP populations better. <br />• Designate liaison staff for warm handoffs between DCSS and workforce <br />agencies. <br />• Enhance outreach efforts through text messaging, email guidance, and <br />multilingual marketing materials. <br /> <br />2. Supporting Justice-Involved Non-Custodial Parents <br />• Develop and distribute child support informational guides for justice-involved <br />individuals in collaboration with reentry partners. <br />• Expand early workforce and child support intervention efforts for incarcerated <br />individuals, connecting them with employment resources pre-release. <br />• Develop strategies to strengthen engagement with reentry organizations to <br />ensure justice-involved NCPs receive early intervention services for workforce <br />and child support services. <br /> <br />3. Increasing Workforce System Engagement with Child Support Services <br />• Provide ongoing cross-training between workforce boards and DCSS staff to <br />ensure a comprehensive understanding of available workforce programs and <br />referral processes. <br />• DCSS will train AJCC frontline staff on addressing concerns non-custodial <br />parents may have about employment, emphasizing that DCSS aims to support, <br />not hinder, their employment goals and providing information on tools available <br />to modify child support orders when necessary. <br />• Increase DCSS participation in workforce recruitment efforts, including job fairs <br />and employment initiatives. <br /> <br />By implementing these strategies, the Anaheim, Santa Ana, and Orange County <br />Workforce Development Boards will strengthen workforce service delivery, improve <br />economic opportunities for non-custodial parents, and enhance collaboration with <br />child support agencies and reentry partners. <br />EXHIBIT 2
