These efforts will create high-quality <br />jobs, increase economic resilience, and promote equitable workforce development <br />opportunities in climate-adaptive industries. <br /> <br />IV. WIOA TITLE I COORDINATION <br /> <br />The Santa Ana, Anaheim, and Orange County Workforce Development Boards (WDBs) <br />are committed to delivering high-quality WIOA Title I services that effectively support job <br />seekers, workers, and employers. To achieve this, the WDBs prioritize staff preparation, <br />training, and ongoing professional development to ensure workforce system <br />professionals remain knowledgeable about evolving labor market trends, program <br />requirements, and best practices in service delivery. Through continuous improvement <br />efforts, the boards align WIOA Title I services with regional workforce priorities, fostering <br />a system responsive to participant needs and promoting economic mobility. This section <br />outlines the strategies for workforce staff development, service delivery approaches, and <br />administrative coordination that guide the implementation of WIOA Title I programs <br />across the region. <br /> <br />A. Staff Training and Professional Development to Increase Digital Technology <br />Skills <br /> <br />The WDBs recognize the growing importance of digital fluency in workforce development <br />and are committed to equipping frontline staff with the necessary skills to navigate an <br />evolving digital landscape. To enhance service delivery and more effectively support job <br />seekers, the WDBs provide ongoing training and professional development opportunities <br />focused on digital tools, virtual engagement, and emerging technologies. <br /> <br />Frontline staff receive regular training on core workforce technology platforms, including <br />CalJOBS and Microsoft Office, ensuring they can efficiently manage case files, track <br />participant progress, and facilitate job search activities. Additionally, staff are trained in <br />using virtual communication tools such as Zoom and Microsoft Teams to conduct remote <br />sessions, facilitate online workshops, and engage job seekers in a hybrid service model <br />that blends in-person and virtual interactions. <br />EXHIBIT 2
