Orange County WDBs PY 2025-28 Unified Local Plan <br /> <br />30 | Page <br /> <br />• Skills development and refresher training to enhance job performance and career <br />mobility. <br />• Financial literacy assistance to support budgeting and financial planning. <br />• Continued access to supportive services, such as transportation, childcare, and <br />mental health resources. <br />• Employer mediation to help resolve workplace concerns and prevent job loss. <br /> <br />Follow-up services ensure participants remain employed, access additional training, and <br />receive ongoing support for long-term career success. <br /> <br />The WDBs have established priority of service policies, ensuring that priority for career <br />and training services is given to: <br /> <br />• Veterans and eligible spouses (highest priority). <br />• Recipients of public assistance, low-income individuals, and individuals who are <br />basic skills deficient. <br /> <br />During intake and assessment, AJCC staff determine priority status, document eligibility <br />in CalJOBS, and ensure priority populations receive access to career counseling, training <br />funds, and supportive services before individuals who do not meet priority criteria. The <br />WDBs also conduct targeted outreach to ensure that those most in need are informed <br />about available workforce services. AJCC partners are made aware of the local board's <br />priority of service policy and actively assist in identifying and referring individuals who <br />meet the priority service criteria. <br /> <br />E. Services and Activities Available under WIOA Title I Youth Program <br /> <br />The WDBs provide a comprehensive range of workforce investment activities for eligible <br />in-school and out-of-school youth. Services are delivered through contracted service <br />providers and partner organizations, supporting youth in career exploration, education, <br />skills development, and employment. These programs are designed to equip young <br />individuals with the necessary tools and experiences to transition successfully into the <br />workforce or further education, ensuring they have access to meaningful career pathways <br />and long-term economic stability. <br /> <br />Youth Workforce Investment Activities <br /> <br />WIOA Title I Youth programs offer the 14 required program elements designed to help <br />young individuals overcome barriers and successfully transition into post-secondary <br />education, training, and employment. These services include tutoring, dropout <br />prevention, paid and unpaid work experiences, occupational skills training, financial <br />literacy education, leadership development, and follow-up services for at least 12 months <br />after program completion. Youth also receive supportive services such as transportation <br />assistance, childcare, and work-related tools to ensure they can fully participate in training <br />and employment opportunities. <br /> <br />EXHIBIT 2
