<br />Naomi, Senior Planner/Transportation Equity Lead with HDR, has over 20 years of management and leadership experience in multimodal planning and project delivery,
<br />transportation policy, streetscape improvements, and infrastructure funding. She is a nationally recognized transportation equity leader and has worked on a diverse range
<br />of transportation planning projects and equity initiatives in the nonprofit, public, and private sectors. Her expertise includes active transportation planning, design, and
<br />implementation; strengthening mobility project partnerships with community-based organizations; and developing frameworks and tools to connect service, project, and
<br />program delivery to equitable outcomes that improve quality of life for marginalized communities.
<br />Prior to joining HDR, Naomi served as Senior Director in LA Metro’s Office of Equity and Race, Director of Neighborhood Services and Great Streets in the Office of Los Angeles
<br />Mayor, and Project Manager/Planning and Operations Coordinator in New York City Department of Transportation’s Bicycle Program.

<br />City of Pico Rivera, Rosemead/Lakewood Complete Corridor Vision Plan,
<br />Pico Rivera, CA
<br />Deputy Project Manager. Naomi is managing a team of transportation planners,
<br />engineers, and engagement specialists to develop preferred corridor design
<br />alternatives that support enhanced bus service and operations, active transportation
<br />facilities, and economic development opportunities across six gateway cities in
<br />southeast Los Angeles County. The Vision Plan will be coordinated with updates to
<br />the City’s Active Transportation Master Plan and other General Plan elements.
<br />Port of Hueneme/Oxnard Harbor District, Social Equity Action Plan, Oxnard, CA
<br />Technical Lead. Naomi is leading the development of the first-ever Social Equity
<br />Action Plan for the Port of Hueneme. She is conducting research for equity
<br />implementation and workforce development opportunities, as well as providing
<br />engagement strategies to solicit guidance from community organizations and
<br />members.
<br />City of San Diego, Solid Waste Fee Study CBO Working Group, San Diego, CA
<br />Engagement Advisor. Naomi supported the scope of work development and
<br />CBO working group structure to develop an engagement plan for a potential new
<br />solid waste fee in the City of San Diego. She provided recommendations for CBO
<br />compensation practices, researched local grassroots CBOs, and supported CBO
<br />outreach, recruitment, and working group meeting facilitation.
<br />City of Culver City, Transportation Planning On-Call - Various Task Orders,
<br />Culver City, CA
<br />Consultant Task Lead. Naomi led development and submission of two FY2024
<br />FTA grant applications for low-emission fleet and bus facility projects. She led
<br />development of an elected officials dossier for City of Culver City state and federal
<br />legislative visits and provides ongoing research and strategic recommendations to
<br />city staff for funding and project implementation opportunities.
<br />LADOT, Dockless Mobility Program Equity Principles, Los Angeles, CA
<br />Consultant. Naomi co-developed equity principles for the city’s pilot dockless
<br />mobility program to manage new, privately operated electric scooter and dockless
<br />bicycle vehicles. She co-created and led a community advisory board to guide policy
<br />recommendations and equity principles. Additionally, she co-wrote final equity
<br />principles and a recommendations report, which informed the agency’s approach to
<br />mobility data management.
<br />Los Angeles County Department of Public Works (LACDPW), Equity Toolkit,
<br />Los Angeles, CA
<br />Technical Lead. Naomi led the development of an equity toolkit to support
<br />department staff in implementing equitable engagement strategies and practices.
<br />This first iteration of the toolkit is focused on information-sharing guidance for public
<br />utility and service providers, going beyond minimum requirements set forth by a
<br />statewide proposition.
