<br />Los Angeles, CA
<br />Project Advisor. Naomi supervised a project team in managing
<br />triannual updates and upgrades to LA Metro’s Equity Focus
<br />Communities (EFC) Map and Index, which provides geographical
<br />analysis of communities with highest mobility needs in Los Angeles
<br />County. EFC analysis is used to assess LA Metro’s equity impact on
<br />riders, communities, and annual budget investments. She oversaw
<br />data analysis, policy impact assessment, and led presentations
<br />to the LA Metro Board of Directors. The project developed a
<br />foundational approach of new EFC modules to expand analysis to
<br />community health, environmental justice, and economic opportunity.
<br />LA Metro, CBO Partnering Strategy, Los Angeles, CA
<br />Project Advisor. Naomi supervised a project team in managing
<br />the implementation of partnership practices with LA Metro and
<br />CBOs, including compensation research, database development,
<br />contracting and vendor trainings, and technical assistance trainings
<br />for LA Metro CBO staff.
<br />LA Metro, Measure M Five-Year Comprehensive Assessment and
<br />Equity Report, Los Angeles, CA
<br />Project Lead. Naomi led the first-ever cross-departmental
<br />equity assessment of Los Angeles County transportation sales
<br />tax revenues, expenditures, and project implementation progress
<br />impacts on quality of life and equity outcomes. She supervised data
<br />analysis, data visualization, narrative writing, recommendations
<br />development, and led presentations to the LA Metro Board
<br />of Directors and Measure M Independent Taxpayer Oversight
<br />Committee.
<br />Los Angeles Mayor’s Office, Pico Boulevard Great Streets Pedestrian
<br />Bulb-outs, Los Angeles, CA
<br />Director of Neighborhood Services and Great Streets. Naomi
<br />led a team in implementing an annual community grant program,
<br />providing up to $500K public space improvement funds to
<br />community groups. She worked with local community residents
<br />and business owners to identify opportunities for pedestrian
<br />safety intersection improvements and public art activations, and
<br />coordinated with city transportation and public works departments
<br />to implement enhancements.
<br />Los Angeles Mayor’s Office, Venice Boulevard Great Streets/Vision
<br />Zero Safety Corridor Project, Los Angeles, CA
<br />Director of Neighborhood Services and Great Streets. Naomi led
<br />coordination between the Mayor’s Office and LADOT, Los Angeles
<br />City Council District 5, Caltrans, and community stakeholders to
<br />relinquish a portion of Venice Boulevard in Mar Vista and implement
<br />a painted parking-protected bicycle lane pilot safety project on the
<br />high-injury network corridor. She supported extensive stakeholder
<br />education and outreach. Design and implementation included new
<br />ADA-accessible curb ramps and new bicycle signal infrastructure
<br />to support an integrated multimodal transportation system that
<br />balanced the operation of vehicular circulation with enhanced and
<br />complete pedestrian and bicycle facilities.
<br />National Association of City Transportation Officials (NACTO),
<br />Streets for Pandemic Response and Recovery, Various U.S. Cities
<br />Consultant. Naomi served as a coach and grant advisor to develop
<br />COVID-19 economic recovery, civic engagement, and community
<br />health projects on public streets and sidewalks. She participated
<br />in award criteria and selection, advised public agency staff and
<br />community partners from 10 grantee cities to deliver quick-build
<br />transportation and right-of-way solutions, and contributed lessons
<br />learned and recommendations for continued government and
<br />community partnerships in a final grant report.
<br />Minnesota Department of Transportation, Transportation Benefits
<br />and Burdens Project Framework, Statewide, MN
<br />Task Lead. Naomi is leading the development of an actionable
<br />Transportation Benefits and Burdens Project Framework to
<br />evaluate and improve outcomes for projects within Minnesota’s
<br />Capital Highway Investment Plan (CHIP). The Framework includes
<br />an input-output logic model, customization features for various
<br />transportation project type and size, and a user-friendly format
<br />for project managers to assess and compare impacts of proposed
<br />transportation projects.
<br />NYCDOT, Ninth Avenue Parking Protected Bicycle Path,
<br />New York, NY
<br />Project Manager. Naomi led project planning, business/resident
<br />outreach, data collection/analysis, design, implementation oversight,
<br />and post-implementation assessment for a quick-build parking-
<br />protected bicycle path. The project included painted pedestrian
<br />refuge islands, shared bicycle/left-turn lane channeling design, and
<br />“floating” parking daylighting. Refuge islands were converted to
<br />concrete after one year.
<br />Value to City of Santa Ana
<br />Naomi brings a unique combination of experience
<br />in transportation equity, project management,
<br />and community partnerships. Since 2009, she has
<br />worked with local cities to deliver multimodal street
<br />redesign projects focused on improving mobility
<br />and safety to travelers of all modes, incomes, and
<br />abilities. She has also led and supported multisector
<br />advisory committees that advise transportation
<br />agencies on projects, programs, and policies.
