City of Santa Ana | First Street Multimodal Boulevard Study <br />RFP NO. 25-029 | Appendix A: Key Staff Resumes & Support Staff Qualifications <br />City of Costa Mesa, Susan Street/South Coast Drive Improvements, <br />Costa Mesa, CA <br />Deputy Project Manager. The project consisted of widening <br />South Coast Drive and extending Susan Street in Costa Mesa to <br />connect with the future I-405/Susan Street exit ramp. The project <br />included the installation of new curb ramps, crosswalks, and traffic <br />signals to accommodate the shift in traffic lanes along South Coast <br />Drive. The project was successfully delivered on an accelerated <br />schedule with the planning, design, and construction phases within <br />3 years. To meet this aggressive timeline, David initiated the final <br />engineering plans while simultaneously working on the planning <br />and environmental documents. This approach saved over a year <br />on the overall schedule, enabling the project to be ready for award <br />within 2 years. To provide consistency throughout the project, <br />David remained involved during the construction phase. The project <br />required extensive coordination with the developer, the City of Costa <br />Mesa, and local water and sewer agencies. <br />City of Costa Mesa, SR 55/Newport Boulevard Improvements, <br />Costa Mesa, CA <br />Senior Project Engineer. The project involved the preparation <br />of the Project Report, Environmental Document, and PS&E for <br />improvements to SR 55/Newport Boulevard between 17th Street <br />and 19th Street, including the addition of one northbound lane <br />and a southbound lane through the 19th Street intersection. To <br />meet the accelerated schedule, final engineering design work was <br />conducted concurrently with the Environmental Document. Several <br />city and public workshops were held to present multiple street <br />configuration alternatives, focusing on lane placement, parking, and <br />pedestrian facilities. Once the options were narrowed down to a <br />few alternatives, final engineering design commenced on elements <br />that were common across all options. In addition to overseeing <br />the preparation and design of the Project Report and PS&E, David <br />provided support during public meetings, the construction phase, <br />and coordinated extensively with utility companies, the City of Costa <br />Mesa, FHWA, and Caltrans District 12. <br />City of Costa Mesa, Theater and Arts District Rehabilitation, <br />Costa Mesa, CA <br />Deputy Project Manager. The project involved the reconstruction <br />and rehabilitation of Sunflower Avenue, Bristol Street, Park Center <br />Drive, Anton Avenue, and Avenue of the Arts within the Arts District <br />of Costa Mesa. Additionally, the project included the design and <br />construction of a modern roundabout on Avenue of the Arts, located <br />immediately adjacent to the Renée and Henry Segerstrom Concert <br />Hall. The roundabout serves as a transportation focal point for the <br />concert hall, providing multimodal connectivity for both vehicles <br />and pedestrians. Pedestrian facilities were designed to meet ADA <br />requirements, and the project adhered to the city’s design standards. <br />One of the main challenges was maintaining traffic flow during <br />business hours, as the nearby South Coast Plaza is a vital business <br />hub for the city. To minimize disruptions, construction was scheduled <br />for nighttime work, providing for minimal traffic impacts and keeping <br />all lanes open during regular business hours and peak AM/PM times. <br />David was responsible for successful PS&E design, delivery, and <br />construction support, all completed on an accelerated schedule in <br />time for the grand opening of the concert hall. <br />Riverside County Transportation Commission (RCTC), I-15 Railroad <br />Canyon Road Interchange, Lake Elsinore, CA <br />Project Manager. The project reconstructed the existing Railroad <br />Canyon Road Interchange, added auxiliary lanes, and widened <br />Railroad Canyon Road to accommodate three lanes in each direction, <br />along with standard shoulders and bike lanes. David was responsible <br />for managing the design and delivery of the PS&E, which included <br />geometric design, stage construction, utility coordination, estimates, <br />specifications, and extensive collaboration with interdisciplinary <br />designers, the City of Lake Elsinore, Caltrans District 8, RCTC, and <br />various utility companies. The project also upgraded curb returns <br />and impacted driveways to meet current ADA and city standards. <br />One of the significant challenges was maintaining constant access <br />to an adjacent In-N-Out Burger restaurant. During business hours, <br />access could not be disrupted, and partial access needed to be <br />maintained after hours for product deliveries. To address this, <br />multiple coordination meetings were held with the business owner <br />to determine delivery schedules, preferred access points, and the <br />space required for delivery trucks. Understanding the constraints <br />allowed construction to be scheduled during times that would have <br />minimal to no impact on the business. The project was completed <br />and accepted by Caltrans in August 2023, and it earned the 2024 <br />ACEC California Merit Transportation Award for Engineering <br />Excellence. <br />Value to City of Santa Ana <br />David has spent the majority of his career managing <br />and delivering PS&E projects, earning a strong <br />reputation for his responsiveness and dedication <br />to client satisfaction.
