He is an integrated communications and public affairs veteran with a career centered <br />on developing equity through community innovation. Coming from a diverse professional, educational, and cultural background, JC has lived and worked in various countries, <br />learning how to successfully engage multicultural communities. He has extensive hands-on experience in community outreach, stakeholder engagement, crisis and multicultural <br />communications, media relations, knowledge transfer, and international relations. In his 25 years of experience, he has worked in the full spectrum of our industry, supporting <br />nonprofits, governments, and corporations, promoting social change through his commitment to improving the quality of life of all people regardless of their nationality, beliefs, <br />background, or personal orientations. His innovative approach to communications and engagement, featured in national case studies, has been proven to be instrumental in <br />negotiating paths toward progress between underserved communities and public and private projects. JC has focused his efforts on designing and implementing innovative <br />strategies to effectively reach disadvantaged and hard-to-reach communities. He has unique and robust experiences with Limited English Proficiency (LEP) individuals, seasonal <br />migrant farmworkers, and individuals located in urban historically marginalized communities. His political and socio-economic understanding allows him to develop winning <br />strategies in technically, environmentally, and systemically complex situations. Based out of Santa Ana, <br />JC managed all external outreach and communications efforts for a coalition of <br />eight community-based organizations, including two county-funded mental health <br />programs across monolingual (Farsi, Arabic, Chinese, Spanish, Korean, and Hindi) <br />communities in Orange County. <br />City of Pasadena, Pasadena Transit Operations and Maintenance Facility, <br />Pasadena, CA <br />Community and Stakeholder Outreach Lead. JC is leading the preparation and <br />execution of a community and stakeholder engagement plan in support of the <br />new facility needed to accommodate their expanding fleet of buses and dial-a-ride <br />services. <br />Los Angeles Civil + Human Rights and Equity Department, On-call Community <br />Outreach and Engagement, Los Angeles, CA <br />Project Manager. HDR is supporting this newly formed department within the City <br />of LA through community outreach and engagement services. HDR created the LA <br />CBO Equity Network to strategically engage disadvantaged communities leaning on <br />the best cultural competence practices. Our outreach and engagement support is <br />available to all departments within the city of Los Angeles. <br />Port of Long Beach (POLB), Pier B Rail Infrastructure Federal Funding Support – <br />Outreach and Public Relations Services, Long Beach, CA <br />Strategic Communications Lead. JC and his local team supported the creation, <br />drafting, and design of a set of funding-driven fact sheets to advocate for a large <br />federal grant in support of the Pier B project. The effort was successful and the POLB <br />received the federal grant. Community analytics, strategic messaging, and graphic <br />design were instrumental components of this effort. <br />San Diego Association of Governments - San Dieguito to Sorrento Valley Double Track <br />(SDSVDT) Project Design Services, San Diego, CA <br />Community Liaison. JC is liaising with the prime consultant and other partners on <br />coordination with regional stakeholders to prepare preliminary engineering plans <br />and obtain environmental clearance for the SDSVDT Project. The project proposes <br />to realign a segment of the Los Angeles-San Diego-San Luis Obispo Rail (LOSSAN) <br />Corridor from its existing location along the Del Mar Bluffs to a new location between <br />San Dieguito Lagoon and Sorrento Valley Station. <br />A-07
