City of Santa Ana | First Street Multimodal Boulevard Study <br />RFP NO. 25-029 | Appendix A: Key Staff Resumes & Support Staff Qualifications <br />OCTA, South Orange County Rail Station Feasibility Study, <br />Orange County, CA <br />Project Manager. Marie led this study to assess the feasibility <br />of a potential new Metrolink rail station in South Orange County. <br />The study included developing a Purpose and Need Statement, rail <br />operational analysis, ridership estimation, performance metrics, and <br />stakeholder engagement. The feasibility study was developed in <br />coordination with Metrolink and cities located within the study area. <br />Santa Monica Big Blue Bus, Line-by-Line Analysis, Santa Monica, CA <br />Project Manager. Marie was responsible for technical direction and <br />management of staff, subcontractors, schedule, and budget. The <br />project involved a detailed analysis of the Santa Monica Big Blue Bus <br />network and recommended strategies for improvement. Ridership <br />data was gathered via on-board ride check and passenger survey. <br />Recommendations included route restructuring and expansion <br />of rapid (arterial bus rapid transit) services, as well as potential <br />development of a downtown circulator route. <br />El Paso County, Master Thoroughfare Plan, El Paso, TX <br />Deputy Project Manager. Marie was responsible for the overall <br />development of a thoroughfare plan to guide El Paso County’s future <br />multimodal transportation network. She managed the technical <br />analysis, stakeholder outreach, and development of the proposed <br />roadway network, including bicycle and pedestrian facilities, and the <br />project evaluation and prioritization process. <br />Capital Metropolitan Transportation Authority (CapMetro), Transit <br />Development Plan (Connections2025), Austin, TX <br />Planner and Public Involvement Lead. Marie was responsible <br />for stakeholder identification and communication, public meetings <br />and events, online surveys, electronic newsletters, and outreach <br />documentation. She worked with the project team to develop <br />bus network recommendations that responded to community <br />concerns while improving ridership. The project involved a 10-year <br />bus restructuring plan for the CapMetro transit network, including <br />expansion of the MetroRapid system and frequent bus network, <br />innovative service zones, and express services in managed lanes. <br />City of Santa Maria, Zero Emission Bus (ZEB) Fleet Rollout Plan for <br />Santa Maria Regional Transit (SMRT), Santa Maria, CA <br />Zero Emissions Planning Lead. Marie provided technical direction, <br />oversaw the modeling and analysis, and guided the development <br />and production of deliverables. This plan created a roadmap for <br />SMRT on its transition from a diesel to all-electric bus fleet by 2040, <br />consistent with California Air Resources Board Innovative Clean <br />Transit (ICT) requirements. Operational, financial, logistics, and <br />maintenance concerns were included. <br />SunLine Transit Agency (SunLine), Refueled Before/After Study, <br />Thousand Palms, CA <br />Deputy Project Manager. Marie led a technical transit analysis <br />for SunLine’s bus services and development of reports and <br />presentations. Through this study, SunLine sought to understand <br />the impacts of a service redesign implemented during the COVID-19 <br />pandemic and gather information on changes in customer needs <br />and travel patterns. Key initiatives included implementation of <br />new mobility hubs, expanded microtransit service, and bus stop <br />improvements. <br />San Luis Obispo Council of Governments (SLOCOG), Coast <br />Rail Corridor Service Implementation Plan and Passenger Rail <br />Improvement Study, San Luis Obispo, CA <br />Deputy Project Manager/Planner. Marie was responsible for <br />overseeing technical analysis and project deliverables. The study <br />included a plan for integrated intercity rail and bus service within <br />the Central Coast area consistent with the California State Rail Plan, <br />along with longer-term plans for potential commuter rail service. <br />This two-part study sets a path forward for improved rail and bus <br />service through California’s Central Coast, including Santa Barbara, <br />San Luis Obispo, and Monterey Counties. SLOCOG contracted with <br />HDR to develop both intercity and commuter rail plans, including bus <br />connections to Central Valley rail services. <br />Dallas Area Rapid Transit (DART), Mobility Hub Guidelines, <br />Dallas, TX <br />Project Manager. Marie worked with DART to develop a framework <br />for implementing upgraded mobility hub features throughout the <br />DART service area. Key tasks included a comprehensive facility <br />inventory; developing a hub location evaluation and prioritization <br />system based on multivariate criteria analyses; establishing mobility <br />hub typologies and proposed features; and preparation of maps and <br />public-facing documents. HDR is helping to initiate the Mobility Hubs <br />Program as outlined in the 2045 Transit System Plan. Phase 1 of this <br />program entails a comprehensive study of the existing transit system <br />and development of Mobility Hub Guidelines, including a location <br />analysis and typologies for transit nodes in the DART service area. <br />Value to City of Santa Ana <br />Marie has worked with bus systems across the <br />nation to improve their service effectiveness and <br />efficiency.
