FY 2025-26 CDBG Program Funding Plan <br />Program Summaries <br />Administration & Planning <br />Project Title Organization Funding Description <br />CDBG Program <br />Administration <br />City of Santa Ana <br />Community <br />Development <br />Agency (CDA) <br />$768,036 <br />The program will provide for the overall administration of the CDBG <br />Program, to include: preparation and submission of required <br />contracts with HUD, submission of all reporting requirements, <br />provision of individual project oversight, monitoring of all project <br />implementation and ongoing completion, and fiscal management <br />and oversight. Program Administration is performed by a <br />combination of staff and professional consultants. Proposed <br />funding amount calculated based off 20% admin cap less Fair <br />Housing amount. <br />Santa Ana Fair <br />Housing Education, <br />Counseling & <br />Enforcement <br />Fair Housing <br />Council of Orange <br />County <br />$70,000 <br />The program will provide fair housing education, landlord /tenant <br />counseling and enforcement services to combat housing <br />discrimination and city administrative support for the residents of <br />the City of Santa Ana. Funds will go toward administrative/program <br />staff and service contracts. A commitment to further fair housing is <br />a requirement of CDBG funding. <br />Economic Development <br />Project Title Organization Funding Description <br />Small Business <br />Incentive Program <br />City of Santa Ana <br />Community <br />Development <br />Agency (CDA) – <br />Economic <br />Development <br />$100,000 <br />The program awards grants up to $5,000 to eligible microenterprise <br />businesses in the City. Grants will be awarded on a first-come/first- <br />serve basis and may be used to cover business expenses such as <br />rent, insurance costs, utility connections, advertising, inventory, or <br />other business-related needs. Funds will go towards grants and <br />program staff. <br />Code Enforcement <br />Project Title Organization Funding Description <br />Community <br />Preservation (Code <br />Enforcement & Legal <br />Services) <br />City of Santa Ana <br />Planning and <br />Building Agency <br />(PBA) <br />$825,000 <br />The Community Preservation Division’s goal is to improve neighborhoods <br />through personalized neighborhood contact, education of codes and standards, <br />responsive and dedicated personnel, fair enforcement of laws and innovative <br />processes. The primary purpose of this enforcement is to address property <br />maintenance and life safety violations that contribute to the visual blight and <br />general decline of an area. Funds will go toward program staff and service <br />contracts (equipment rental, insurance and building rental). <br />EXHIBIT 3
