<br /> <br />Orange County 8 25-29 Regional AFH <br /> <br />• Garden Grove, Irvine, Santa Ana, and Westminster have significantly higher <br />percentages of foreign-born residents. In these cities, the main countries of origin <br />for the foreign-born population are: <br />o Garden Grove: Vietnam and Mexico <br />o Irvine: China (excluding Taiwan), Korea, and India <br />o Santa Ana: Mexico and Vietnam <br />o Westminster: Vietnam and Mexico <br />Since 1990, the County’s foreign-born population has increased in each decade, with the <br />most dramatic increase occurring during the 1990s. In comparison, <br />• The foreign-born population in the region grew between 1990-2010 and has been <br />declining since 2010. <br />• The foreign-born population has declined in the following jurisdictions: <br />o The Urban County, Anaheim, La Habra, Orange, and San Clemente, where the <br />foreign-born population has been declining since 2010. <br />o Costa Mesa and Santa Ana, where the foreign-born population has been <br />declining since 2000. However, in Santa Ana, foreign-born residents still make <br />up approximately half of the total population. <br />• In Irvine, the foreign-born population has continued to grow rapidly, nearly doubling <br />since 2010. <br />Limited English Proficiency <br />Individuals who have Limited English Proficiency (LEP) are those who primarily speak a <br />language other than English and speak English “less than very well .” In Orange County, <br />there are 539,484 LEP individuals4F <br />5, which is equal to approximately 16.99% of the <br />population. The primary languages spoken by the LEP population in the County are Spanish <br />(11.72%) and Vietnamese (3.45%). <br />In the region, 21.95% of the population is LEP, which is slightly higher than in Orange <br />County. <br />Among the participating HUD Entitlement Cities, in comparison to the County overall: <br />• Aliso Viejo, Newport Beach, and San Clemente, have significantly lower percentages <br />of LEP residents. <br />• Anaheim, Buena Park, Garden Grove, Santa Ana, and Westminster have significantly <br />higher percentages of LEP residents.
