Since 2010, the County’s LEP <br />population has declined, though it remains well above the 1990 LEP population. In <br />comparison: <br />• The LEP population in the region grew during the 1990s but has been declining since <br />2000. <br />• The LEP population has grown each decade since 1990, including since 2010, in the <br />Urban County jurisdictions, Aliso Viejo, Fountain Valley, Irvine, Laguna Niguel, Lake <br />Forest, Mission Viejo, Rancho Santa Margarita, and Westminster. <br />• The LEP population has been declining since 2000 in Anaheim, Costa Mesa, <br />Huntington Beach, and Santa Ana. <br />• In Garden Grove, Newport Beach, and San Clemente, the LEP population declined <br />between 2000-2010, but has increased since 2010. <br />Age <br />Approximately 63.2% of the Orange County population is between the ages of 18 and 64; <br />15.38% are aged 65 and older, and 21.42% are younger than 18. The age distribution of the <br />population in the region is similar. In comparison to the County overall, the Urban County, <br />Laguna Niguel, Mission Viejo, and Newport Beach all have slightly older populations, with <br />over one-fifth of their population aged 65 and older. <br />Since 1990, the County’s population has been getting older. Currently, the County’s <br />population has a smaller proportion of the population (when compared to 1990) in both the <br />“Under 18” and “18-64” year-old age categories, and a higher proportion of the population <br />in the “65+” age category. The same general trend is evident in the region and all other <br />jurisdictions, except for Aliso Viejo, where the percentage of the population under age 18 <br />has increased, and the percentage of the population aged 65 and older has decreased, since <br />1990. <br />Families with Children <br />In Orange County, approximately 41.56% of families have children. This is slightly higher <br />than the region, where 40.02% of families have children. Among the participating HUD <br />Entitlement Cities, in comparison to the County overall: <br />• Aliso Viejo and Tustin have significantly higher percentages of families with children <br />(52.06% and 52.64%, respectively), and in Irvine, over half (50.45%) of families have <br />children. <br />EXHIBIT 6
