This is also a <br />predominantly Hispanic area and is classified as an area of high POC segregation. <br />• In Westminster, economic scores are lowest in the central part of the city, in the <br />neighborhoods south of Westminster Boulevard, east of Hoover Street, and north of <br />Bolsa Avenue.
