<br /> <br />Orange County 102 25-29 Regional AFH <br /> <br />living below the FPL, with Black residents living below the FPL having the least <br />access in the city. <br />• In Santa Ana, there are significant disparities in access to low-poverty <br />neighborhoods. Hispanic residents have the least access overall, and White <br />residents have the most access overall. For the population living below the FPL, <br />access is lower across all groups. Compared to the region, all groups in the city have <br />less access to low-poverty neighborhoods, except for Black residents, who have <br />access comparable to the region overall. <br />• In Tustin, there are similar disparities in access to low-poverty neighborhoods as in <br />the region, though at a smaller scale due to the fact that Hispanic, Black, and Native <br />American residents in the city have higher access relative to the region, and White <br />and AAPI residents have lower access relative to region. In the city, Hispanic <br />residents have the lowest access. For the population living below the FPL, there are <br />also significant disparities. Access to low-poverty neighborhoods is lowest for <br />Native American and Hispanic residents living below the FPL, and access for White <br />residents living below the FPL is significantly lower than access for the overall White <br />population. <br />• In Westminster, access to low poverty neighborhoods is lower than in the region for <br />all groups, except for Black residents, and there are significant racial/ethnic <br />disparities. Hispanic and AAPI residents have the least access, overall. For the <br />population living below the FPL, access is lower across all groups and is lowest for <br />AAPI residents. <br />Map 10 – Poverty Status, is a series of maps showing the percent of households, by Census <br />Tract, living below the FPL in north, central, and south Orange County, and in the region. <br />These maps were created by California HCD to facilitate fair housing planning, using data <br />from the U.S. Census Bureau American Community Survey, 2017 -2021 5-Year Estimates13F <br />14. <br />These maps show the following relationship between a n individual’s place of residence <br />and their exposure to poverty: <br />• Countywide, higher poverty areas are in the central County cities, whereas the areas <br />along the coast, in the south, and in the northeast are low poverty areas. <br />• In the Orange County Urban County jurisdictions, there are high poverty areas (i.e., <br />with poverty rates above 20%) in the following places: <br />o In Placentia, in the southwest corner of the city, which is a high POC <br />segregation area that is predominantly Hispanic. <br />o In Stanton, in the neighborhoods on the south side of Katella Avenue and on <br />the eastside of Beach Boulevard north of Katella Avenue. <br /> <br />14 The maps were downloaded from the AFFH Data Viewer, which can be accessed at <br />https://www.hcd.ca.gov/planning-and-community-development/affirmatively-furthering-fair-housing <br />EXHIBIT 6
