<br /> <br />Orange County 124 25-29 Regional AFH <br /> <br />The fair housing challenges facing individuals with a disability were described during the <br />stakeholder consultations and community meetings. Participants in these meetings <br />reported the following barriers that deny individuals with disabilities access to opportunity <br />and community assets: <br />• Individuals with disabilities often seek affordable housing in older buildings that <br />may not meet accessibility standards, creating additional barriers. <br />• Affordable housing options are concentrated in areas of Santa Ana and Anaheim, <br />with fewer options in higher opportunity areas of the County. <br />• Individuals with disabilities often face barriers in accessing necessary modifications <br />in housing. Tenants must provide a doctor's letter to request modifications, yet <br />landlords are often resistant to approving accommodation requests . In many cases, <br />tenants are responsible for covering modification costs, unless the property is <br />government-owned. Additionally, low-income individuals with disabilities struggle <br />to afford the necessary modifications. <br />7. Patterns in Disparities in Access to Opportunity <br />The following analysis identifies and discusses any overarching patterns of access to <br />opportunity and exposure to adverse community factors , including how these patterns <br />compare to patterns of segregation, integration, and R/ECAPs . The analysis also identifies <br />areas that experience: (a) high access; and (b) low access across multiple indicators. <br />In Orange County, there is a general pattern of disparities in access to opportunity between <br />the cities in the central part of the County, and the cities and unincorporated areas along <br />the coast and in the southern and northeastern parts of the County. Cities in central Orange <br />County tend to have higher poverty areas, lower educational scores, lower economic <br />scores, and worse environmental health factors. These cities are also comprised of many <br />areas of high POC segregation, with predominantly Hispanic populations. Except for <br />Garden Grove and Westminster, which have neighborhoods with predominantly AAPI <br />populations. Conversely, the cities and unincorporated areas along the coast and in the <br />south and northeast experience lower poverty rates, higher educational scores, higher <br />economic scores, and better environmental health factors. These areas correspond to areas <br />of high White segregation and predominantly White populations. <br />In the Orange County Urban County jurisdictions, <br />• The following racial/ethnic groups experience disparities in access across multiple <br />indicators: <br />o Hispanic residents, and particularly those living below the Federal Poverty <br />Level (FPL), have the least access to low poverty neighborhoods, <br />neighborhoods in close proximity to high performing schools, and <br />neighborhoods with high labor force participation and human capital. <br />EXHIBIT 6
