Disproportionate Housing Needs <br />The following analysis describes which groups experience higher rates of housing cost <br />burden, severe housing cost burden, overcrowding, or substandard housing when <br />compared to other groups. <br />Housing Problems <br />Table 10 – Disproportionate Housing Problems, shows 2017 -2021 Comprehensive Housing <br />Affordability Strategy (CHAS) data on the percentage of households experiencing at least <br />one of the following four housing problems, organized by race/ethnicity: <br />• Lacks complete kitchen facilities: Household lacks a sink with piped water, a range or <br />stove, or a refrigerator. <br />• Lacks complete plumbing facilities: Household lacks hot and cold piped water, a <br />flush toilet, and a bathtub or shower. <br />• Overcrowding: A household is considered overcrowded if there are more than 1.01 <br />individuals per room. <br />• Cost burden: A household is considered cost burdened if the household spends <br />more than 30% of its total gross income for housing costs. For renters, housing costs <br />include rent paid by the tenant, plus utilities. For owners, housing costs include <br />mortgage payment, taxes, insurance, and utilities. <br />A disproportionately greater need exists when members of a racial or ethnic group in a <br />certain income range experience housing problems at a rate that is least 10 percentage <br />points higher than the rate experienced by all households within that income level. Table <br />10 reports the following: <br />• American Indian or Alaska Native households, and Pacific Islander households have <br />disproportionate housing needs within the 80%-100% AMI range. <br />• It is also worth noting that Hispanic households in the 30% AMI and below range <br />experience housing needs at a much higher rate than the overall population in that <br />income range, though the rate is slightly less than 10 percentage points. <br /> <br />EXHIBIT 6
