For renters, housing costs include rent paid by the tenant , plus utilities. For owners, housing costs include mortgage payment, taxes, insurance, and utilities. According to Table 11, the following groups experience disproportionate need as defined above: • Hispanic households have disproportionate severe housing needs within the 0%- 30% AMI range. • American Indian or Alaska Native households, and Pacific Islander households have disproportionate severe housing needs within the 50%-80% AMI range. • American Indian or Alaska Native households have disproportionate severe housing needs within the 80%-100% AMI range.
