<br /> <br />Orange County 142 25-29 Regional AFH <br /> <br />Chart 2: Home Purchase Loan Denial Rates by Race/Ethnicity, California <br /> Source: Analysis of Home Mortgage Disclosure Act (HMDA) data by the Federal Reserve Banks of <br />Philadelphia and Cleveland. <br />This section describes the public or private policies or practices, demographic shifts, <br />economic trends, or other factors that may have caused or contributed to the patterns <br />described above. <br />Broadly speaking, disproportionate housing needs across and within jurisdictions in <br />Orange County are influenced by several factors, including: <br />• The age of housing stock in some neighborhoods, and the high cost of home <br />repairs/rehabilitation relative to incomes. <br />• Insufficient number of Housing Choice Vouchers or other types of publicly subsidized <br />housing <br />• Land use and zoning laws that have led to the dominance of single-family housing, <br />which is typically more expensive than multifamily housing. <br />Through stakeholder consultations and community meetings, it was also reported that <br />disproportionate housing needs in the County are due to: <br />• Eviction notices have a particularly adverse impact on tenants, especially on families <br />who are fleeing or those with a history of domestic violence. While the judicial <br />system is making efforts to address these issues, barriers such as language and <br />understanding legal terminology continue to pose challenges. <br />EXHIBIT 6
