<br /> <br />Orange County 143 25-29 Regional AFH <br /> <br />• Lack of adequate shelter for individuals experiencing homelessness, particularly for <br />the most vulnerable groups such as trans women. <br />• Insufficient homebuyer education for minority homebuyers. <br />• Lack of resources for organizations providing education and services to protected <br />class groups. <br />• Language and digital literacy barriers that make it hard for LEP populations to locate <br />and access housing resources. <br />Detailed lists of the public or private policies or practices, demographic shifts, economic <br />trends, and other factors that have caused or contributed to disproportionate housing <br />needs in each of the jurisdictions are included in Section IV. <br />F. Local and State Policies and Practices Impacting Fair Housing <br />The following analysis describes how local laws, policies, ordinances, and other practices <br />impede or promote fair housing (including how they impede or promote the siting or <br />location of affordable housing in well-resourced neighborhoods, and equitable access to <br />homeownership and other asset building and economic opportunities). <br />In general, land use and zoning laws across Orange County have led to the dominance of <br />single-family housing, which is typically more expensive than multifamily housing and has <br />contributed in various ways to reinforcing longstanding patterns of segregation, <br />concentration of poverty, and disparities in access to opportunities. Through the Housing <br />Element process mandated by the State of California, e ach jurisdiction has identified <br />various public and/or private policies and practices that have contributed to the fair housing <br />issues identified in this AFH, as well as efforts they are making to promote fair housing . <br />These items are detailed in Section IV. <br />This section describes any state or local fair housing laws and the characteristics protected <br />under each law. <br />In the State of California, the Fair Employment and Housing Act (FEHA) and the Unruh Civil <br />Rights Act prohibit discrimination in housing based on the following characteristics: <br />• Race <br />• Color <br />• National origin (including language use restrictions) <br />• Religion <br />• Sex <br />• Familial status (including children under the age of 18 living with parents or legal <br />custodians; pregnant women and people securing custody of children under 18) <br />• Handicap (disability) <br />• Age <br />• Ancestry <br />EXHIBIT 6
