<br /> <br />Orange County 152 25-29 Regional AFH <br /> <br />housekeeping unit is permitted in any zoning district in the same <br />manner as other residential uses in that zone (e.g., multifamily, <br />single family). The definition of single housekeeping unit as to <br />group homes will be revised to eliminate (1) the reference to <br />residential activities that do not occur on a nonprofit basis and, <br />(2) the requirement that the residents share lease agreements or <br />ownership. In addition, the standards for group homes shall be <br />objective and not unnecessarily constrain approval of grou p <br />homes in that zoning district. <br />3. Seek State and Federal monies, as funding becomes available, <br />for permanent supportive housing construction and <br />rehabilitation targeted for persons with disabilities, including <br />persons with developmental disabilities. <br />Annually. <br />4. Develop a program /ordinance to provide regulatory incentives, <br />such as expedited permit processing and fee waiver, to projects <br />targeted for persons with disabilities, including persons with <br />developmental disabilities. <br />Within 2 years of adoption <br />of the Housing Element. <br />5. On an ongoing basis, enforce building code provisions requiring <br />accessible design. <br />Annually. <br />6. On an ongoing basis, implement reasonable accommodation <br />ordinance. <br />Ongoing. <br />7. On an ongoing basis, ensure the permitting requirements for <br />group homes and care facilities for seven or more persons are <br />consistent with State law and fair housing requirements. <br />Ongoing. <br />Increase affordable housing opportunities in high opportunity areas <br />through the following actions: <br /> <br />8. Sites Rezoning – Amend the HOO to accommodate a higher <br />density of development, establish a minimum density for R2, R3, <br />R4, RP, and MX zones, rezone C1, C2, CC, CH, CN, RP to MX, and <br />expand the HOO. <br />Adopted by the Board of <br />Supervisors on June 25, <br />2024. <br />9. No Net Loss – Identify and make available additional adequate <br />sites to accommodate the share of housing need by income level. <br />By end of 2024, if required. <br />10. Review incentives for density bonuses, expedited permit <br />processing procedures, development standards, tax-exempt <br />conduit financing, infrastructure financing assistance, and direct <br />financial assistance. <br />Every two years. <br />EXHIBIT 6
