<br /> <br />Orange County 156 25-29 Regional AFH <br /> <br />2. Brea <br />Issue: Disparities in Access to Opportunity and Disproportionate Housing Needs <br />Contributing Factors: <br />1. Lack of community revitalization strategies. <br />2. Lack of public investments in specific neighborhoods, including services and amenities. <br />3. High cost of housing rehabilitation and repairs. <br />4. High levels of overpayment create displacement risk. <br />5. Limited availability of affordable housing in all areas of the city, including those where rents <br />and sales prices have become exclusive. <br />6. Community concern about housing densities. <br />7. Lack of knowledge of fair housing laws. <br />Actions: Timeframe: <br />Increase knowledge of fair housing laws through the following actions: <br />1. By the end of 2022, post additional fair housing information at the <br />Family Resource and Senior Centers and on their digital platforms . <br />Starting in 2022, conduct an informational workshop at these locations <br />once every two years. <br />By the end of 2022 <br />2. In 2023, conduct a fair housing information session for the City Council . <br />Invite local nonprofits (including the Orange County Human Relations <br />Commission, the Kennedy Commission, and People for Housing O.C.) <br />to attend. <br />By the end of 2023 <br />3. Publish Fair Housing information, including any community meetings <br />in Brea Line (city newsletter), as well as non- traditional media, such as <br />Instagram and Facebook, and conduct targeted outreach to tenants, <br />mobile home park residents, and other lower-income populations. <br />Annually <br />4. Increase the distribution of fair housing materials by at least 25 percent <br />to increase awareness of fair housing options among residents, <br />including special needs groups and low-income residents. Seek to <br />increase the number of Brea residents counseled through the Fair <br />Housing Council of Orange County from an average of 70 to 75 annually. <br />Annually, between <br />2021-2029 <br />Increase quality of affordable housing and access to opportunities in low <br />opportunity areas through the following actions: <br /> <br />5. Include information about rehabilitation resources in City newsletters <br />and on the City website, including the availability of funds for <br />accessibility improvements. Include translated information when <br />feasible. Seek to assist 12-15 households annually. Starting in 2023, <br />conduct targeted outreach in identified Low and Moderate Resource <br />Annually <br />EXHIBIT 6
