Dana Point <br />Issue: Segregation, Disparities in Access to Opportunity, and Disproportionate Housing Needs <br />Contributing Factors: <br />1. Low rates of HCV use. Despite high rates of overpayment for rental households, the use of <br />housing vouchers is low. This may be due to stigma associated with the use of Housing <br />Vouchers, both by property owners and tenants. <br />2. School performance. Disadvantaged students at schools serving Dana Point residents may be <br />falling behind other students in the school and compared to those across the state. Both <br />elementary schools in Dana Point are ranked much lower compared to other elem entary <br />schools that serve Dana Point residents. <br />3. Income and Diversity. The City lacks a substantial number of suitable housing sites in moderate <br />/ high / highest opportunity areas; many of these areas are largely built out with single-family <br />homes. The majority of available housing sites are in Census Tracts that already have a higher <br />concentration of low-income residents. <br />4. Lack of regional coordination and lack of public/private investment. Dana Point and <br />surrounding cities generally address the need and solutions for affordable housing and <br />homeless shelters in an independent manner, which causes them to compete against one <br />another for funds and eliminates opportunities to pool resources. <br />5. Potential community opposition. While there is little community opposition to a proposed <br />affordable project (e.g., there was community support for Silver Lantern), additional regional <br />collaboration can help to mitigate community opposition that may arise in the future (whether <br />an affordable housing project or homeless shelter). <br />Actions: Timeframe: <br />Increase knowledge and enforcement of fair housing laws through the <br />following actions: <br /> <br />1. Educate the community about fair-housing and equal housing <br />opportunities, providing housing counseling services and family <br />resource information and referral. Topics include, but are not <br />limited to tenant rights, legal resources, rehabilitation grants and <br />loans, first-time homebuyer programs, and Section 8 programs. <br />Distribute materials in English and Spanish through City Hall, City <br />libraries, City websites, and the Fair Housing Council website. <br />Ongoing <br />2. Track fair housing issues and identify patterns in the City, including <br />meeting annually to check on the status of active cases. <br />Annually <br />3.
