Continue to help develop housing projects for special <br />needs households by providing technical assistance with <br />tax credit applications, tax-exempt bond financing and <br />other public funds, including ESG, CDBG, and HOME. <br />Ongoing <br />4. Review reasonable accommodation standards and <br />procedures annually and update within 6 months of <br />annual review if not compliant with state or federal law. If <br />not compliant, the City will process reasonable <br />accommodations in compliance with state or federal law <br />in the interim. <br />Annually <br />5. Enhance the proactive code enforcement program that <br />targets areas of concentrated rehabilitation needs, <br />resulting in repairs and mitigating potential costs, <br />displacement and relocation impacts on residents. <br />Review and revise annually <br />6. The City shall develop a program to collaborate with non - <br />profit housing providers and develop a preservation <br />strategy. The preservation strategy will allow the City to act <br />quickly if, and when, it receives notice of conversion. As <br />part of the strategy, the City shall ensure compliance with <br />noticing requirements; conduct tenant education and <br />pursue funding to preserve the units. <br />Develop strategy by 2024, apply <br />for funding annually thereafter. <br />7. Explore anti-gentrification policies and regulations to <br />combat displacement, which especially affects low- <br />income residents and communities of color. These may <br />include, but are not limited to foreclosure assistance, <br />community land trusts, and housing trust funds. <br />Report to Council by October <br />2025. <br />8. Provide housing mobility counseling either directly or <br />through referrals. This counseling may include, but is not <br />limited to, information on opportunity areas, housing <br />search skills and tools, workshops, search assistance, <br />referrals, structured support for a time after a move to the <br />City, landlord-tenant mediation, and retention counseling. <br />Ongoing <br />9. Engage community health workers to conduct ground <br />level site visits and meetings within areas of lower income <br />to better understand resident and business barriers, <br />resources, and needs. <br />Ongoing <br />10. Seek funding and will review Capital Improvement <br />Program in order to prioritize projects in areas of lower <br />income, to improve living environments and reduce the <br />risk of displacement.
