Villa Park <br />Issue: Segregation, Disparities in Access to Opportunity, and Disproportionate Housing Needs <br />Contributing Factors: <br />1. Lack of local private fair housing outreach and enforcement may be a significant contributing <br />factor to fair housing issues in Orange County. Although Orange County is served by two high- <br />quality private, nonprofit fair housing organizations, they are underfunded and understaffed <br />in comparison to the total need for their services. Victims of discrimination would be more <br />able to exercise their rights, thus deterring future discriminatio n, if the capacity of existing <br />organizations grew to meet the scale of the problem. <br />2. Lack of local public fair housing outreach and enforcement may also be a significant <br />contributing factor to fair housing issues in Orange County. There are no local public entities <br />that conduct fair housing outreach and enforcement, with the California Department of Fair <br />Employment and Housing and HUD constituting the only public enforcement bodies that <br />operate in Orange County. Advocates across Orange County and the state of California have <br />reported issues with the timeline of the California Department of Fair Employment and <br />Housing’s investigations and the standards that it applies in making probable cause <br />determinations. A local public enforcement agency, if created, would have the potential to be <br />more responsive to victims of discrimination in Orange County than either the state or HUD. <br />3. Lack of access to opportunity due to high housing costs may be a significant contributing <br />factor to fair housing issues in Orange County. Increasing housing affordability would make it <br />easier for low-income households to access the types of services and am enities that further <br />social mobility. <br />4. General lack of a range of affordable housing opportunities, including limited affordable <br />housing options for families <br />5. Limited opportunity for residential development in sites accommodating multiple family <br />development. <br />Actions: Timeframe: <br />1. The City will continue to disseminate information regarding fair housing <br />in a variety of locations including City Hall, the City website and the <br />library, and conduct ongoing, proactive outreach to engage members of <br />all socio-economic groups and recruit members of underrepresented <br />groups to participate in City meetings. The City will continue to seek <br />funding to support the Fair Housing Council of Orange County (FHCOC), <br />which provides community education, individual counseling, <br />mediation, and low-cost advocacy with the expressed goal of <br />eliminating housing discrimination and guaranteeing the rights of all <br />people to freely choose the housing for which they qualify in the area <br />they desire. The City will invite FHCOC to conduct annual fair housing <br />outreach targeted to Villa Park residents and landlords. <br />Ongoing <br />2. The City will seek to improve access to opportunity for lower -income <br />households and other protected classes by providing adequate sites for <br />affordable housing development, encouraging the production of ADUs, <br /> <br />EXHIBIT 6
