Aliso Viejo <br />Issue: Concentration <br />Most of the city is considered an area of high White concentration, except for a few neighborhoods <br />with low-medium concentration (which are predominantly White) in the northern and eastern <br />parts of the city. Since 1990, levels of concentration have been increasing but remain low. <br />Contributing Factors: <br />1. Location and type of affordable housing. <br />2. Limited access to opportunity due to high housing costs. <br />3. Insufficient fair housing outreach and enforcement. <br />4. Availability of affordable housing. <br />5. Availability of affordable units in a range of sizes. <br />6. Insufficient Housing Choice Vouchers. <br />7. Displacement of residents due to economic pressures. <br />Actions: <br />Expand access to opportunity for all protected classes <br />through the following actions: <br />1. Identify sites in high opportunity areas for new hous <br />ing development. <br />2. Review policies and programs that increase the sup <br />ply. <br />3. Conduct a landlord/tenant education campaign on <br />fair housing laws. <br />4. Encourage development of a range of affordable <br />housing types. <br />5. Encourage the development of ADUs. <br />6. Promote Housing Choice Vouchers. <br />7. Educate renters about their rights. <br />Timeframe: <br />Annually and ongoing. <br /> <br />Issue: Disparities in Access to Opportunities <br />Based on analysis of fair housing complaint data, individuals with disabilities may <br />disproportionately experience discrimination in housing. <br />Contributing Factors: <br />1. Lack of outreach and education regarding supportive services for individuals with disabilities. <br />2. Lack of education regarding resources available in the City and County, such as schools, <br />transportation, and other in-home or community resources, for individuals with disabilities <br />and single female-headed households. <br />Actions: <br />Bring existing resources to protected classes through <br />the following actions: <br />Timeframe: <br />EXHIBIT 6
