Anaheim <br />Issue: Segregation, including R/ECAPs; and Disproportionate Housing Needs. <br />While segregation levels overall in Anaheim are low, the city has neighborhoods considered to <br />be areas of high POC segregation north of downtown and along SR -91, and south of downtown <br />and adjacent to Disneyland. These areas are predominantly Hispanic . The neighborhoods north <br />and south of downtown also have a higher percentage of overcrowded units than other <br />neighborhoods in the city, and the areas north of downtown are home to multiple publicly <br />supported housing developments. Additionally, housing cost burden is an issue for renters <br />throughout Orange County. Anaheim also has one R/ECAP to the northeast of Disneyland, along <br />Ball Rd and I-5. This Census Tract is predominantly Hispanic, as are all the surrounding <br />neighborhoods. Additionally, Anaheim Hills is considered an area of high White segregation. <br />Contributing Factors: <br />Historic practices of redlining and legal racial segregation have created many of the residential <br />patterns that still exist today. Additionally, the high cost of land and existing housing in Anaheim <br />(and throughout Orange County) are significant constraints to the development of new affordable <br />housing and access for families to existing housing. <br />Actions: Timeframe: <br />Increase the supply of affordable housing in high <br />Opportunity areas through the following actions: <br /> <br />1. Disseminate on the City’s website, <br />information material to promote and facilitate <br />implementation of state and City regulations <br />and incentives to create affordable housing. <br />2. Develop and maintain a database of <br />affordable housing developers working in <br />California; and hold an annual workshop to <br />engage and collaborate with affordable <br />housing developers on these topics. <br />Develop webpage, including housing element <br />candidate site list, and developer database <br />and hold first annual workshop by October <br />2024. <br />Update housing element candidate site list <br />annually in conjunction with Housing <br />Element Annual Progress Report. <br />Review by October 2025, and revisions, if <br />necessary, by October 2026. <br />3. Disseminate on the City’s website, <br />information material to promote and facilitate <br />AMC 18.38.215 Residential Uses of Motels, <br />Commercial, and Office Structures. <br />4. Develop and maintain a database of existing <br />motels, commercial, and office structures for <br />which conversion could be feasible. <br />Develop information and database and <br />participate in annual affordable housing <br />workshop by October 2025. <br />5. Encourage the production of ADUs. <br />6. Continue to seek opportunities to defray costs <br />associated with construction to homeowners. <br />Continue to refine existing review process for <br />ADUs not using pre-approved plans. <br />EXHIBIT 6
