<br /> <br />Orange County 207 25-29 Regional AFH <br /> <br />8. Continue to provide outreach and education to housing providers and <br />potentially qualified residents regarding Housing Choice Voucher program, with <br />efforts targeting Census Tracts 086801, 110110, 110116, 110201, 110202, 110303, <br />110401, 110402, 110500, 110603, and 110606. Through these steps, the City's <br />goal will be increasing participation in the voucher program by 20 percent. <br /> <br />Issue: Disparities in Access to Opportunities, including Homeownership. <br />Hispanic and Black residents have less access than other groups to neighborhoods with low <br />poverty rates and high performing schools. Geographically, the neighborhoods in the center of <br />the city, between I-5 and the Artesia Freeway (SR-91), have poor environmental health, lower <br />educational scores, and lower economic scores. <br />Large disparities in homeownership rates exist between White households, who have the highest <br />rate, and Black households, who are least likely to own their own home. Additionally, housing <br />cost burden is an issue for renters throughout Orange County. <br />Contributing Factors: <br />1. Lack of affordable housing in a range of sizes. <br />2. Land use and zoning laws. <br />Actions: Timeframe: <br />The city will increase affordable housing opportunities in high opportunity areas <br />through the following actions: <br /> <br />1. Amend the zoning code to enable and promote residential development <br />through use of the mixed-use overlay zones, religious congregation and <br />fraternal site overlay zones, and housing opportunity overlay zones, among <br />other planning tools. These initiatives provide new opportunities for a variety of <br />residential development types and prices and includes areas where residential <br />development was previously not allowed. <br />By end of <br />2024 <br />2. Prepare educational material, develop pre - approved site/floor plans, and <br />establish a monitoring program to ensure city is on track to meeting ADU <br />construction goals. Through these steps, they will be to facilitate construction <br />of at least 16 ADUs througho ut the community. <br />By early <br />2025 <br />3. Provide technical and financial (subject to availability) assistance for single - <br />family residential additions to eliminate overcrowding conditions, with efforts <br />targeting Census Tracts 110402, 110603, and 110606. Through these steps, it will <br />be the city's goal to provide residential rehabilitation assistance to <br />approximately 160 units. <br />4. Continue to promote use of the state Density Bonus Law through website <br />materials and counter assistance. <br />5. Promote, increase, maintain homeownership for LMI households, as well as <br />residential rehabilitation assistance for senior and down payment assistance <br />Ongoing <br />EXHIBIT 6
