Fullerton <br />Issue: Segregation <br />Areas of the city considered to have high POC segregation include most of the neighborhoods <br />west of Harbor Blvd and north of Malvern Ave, which have predominantly AAPI populations. <br />Contributing Factors: <br />1. Lack of resources for fair housing agencies to conduct more rigorous testing and audits, <br />outreach, training, public education campaigns. <br />2. Lack of language access. <br />Actions: Timeframe: <br />1. Provide informational seminars to area residential real estate <br />agents and brokers on fair housing laws and regulations. <br />Provide training to at least <br />15 real estate agents and <br />brokers annually. <br />2. Work with tenants, tenant advocates to identify violations of fair <br />housing federal and state fair housing laws and support <br />prospective and existing tenants who are experiencing <br />discrimination. <br />Annually <br />3. Provide trainings for property owners/managers on the <br />requirements of federal and state fair housing laws to prevent <br />discrimination. <br />Provide training to at least <br />15 property owners and <br />managers annually. <br />4. With the Fair Housing Foundation, support an annual Fair <br />Housing Audit Report that assesses typical or timely market- <br />based suspected areas of discrimination . <br />Review methodology for a <br />Fair Housing Audit by <br />January 2025 <br />5. Affordable Rental Housing Counseling Services: Provide <br />funding for information and referral services that direct families <br />and individuals with financial resources for housing rental or <br />purchase, locating suitable housing, and obtaining housing <br />with special needs facilities such as disabled-accessible units. <br />Hold at least four <br />informational events <br />between 2025-2029; assist <br />at least 50 residents and <br />landlords annually. <br />6. Create a Language Access Plan based on HUD guidelines and <br />publish on the City’s website: The goal of the Language Access <br />Plan is to survey, maintain and publish a list of multi-lingual <br />staff capacity at City Hall so that staff may respond to the needs <br />of Limited English Proficiency households. <br />Create a Language Access <br />Plan by January 2025. <br />Maintain multilingual staff <br />capacity at City Hall on an <br />ongoing basis. <br />7. Ensure that local housing programs respond to the needs of a <br />culturally diverse community that includes multi-generational <br />families, a variety of living arrangements, and Limited English <br />Proficiency households.
