Add information on fair housing laws and resources on the <br />City’s website regarding housing programs in several <br />languages. <br />By January 2025 <br />9. Seek opportunities to expand outreach and public education <br />strategies on available tenant protection, fair housing services, <br />and homeownership education to reach vulnerable households <br />by offering information in multiple languages, targeted social <br />media efforts, combining information with other assistance <br />programs, distributing resources through local schools and <br />colleges, and partnering with community-based organizations. <br />2021-2029 <br /> <br />Issue: Disparities in Access to Opportunities <br />Hispanic residents have the least access to low-poverty neighborhoods, neighborhoods close to <br />high performing schools, and neighborhoods with high labor force participation and human <br />capital. Geographically, neighborhoods in southeast Fullerton (which are predominantly <br />Hispanic), have relatively low economic and education scores, poor environmental quality, and <br />relatively high poverty rates. Conversely, neighborhoods in the northern part of the city, which <br />are predominantly White or AAPI, have higher education and economic scores, better <br />environmental health, and lower poverty. Additionally, based on analysis of fair housing <br />complaint data, individuals with disabilities disproportionately experience discrimination in <br />housing. <br />Contributing Factors: <br />1. Location, type, and supply of affordable housing. <br />2. Land use and zoning laws. <br />3. The availability, type, frequency, and reliability of public transportation. <br />4. Location of environmental health hazards <br />5. Lack of investment in community-based infrastructure and services <br />6. Lack of access to housing mobility <br />Actions: Timeframe: <br />1. Implement changes to the in-lieu fee <br />structure and the desire and ability of <br />developers to contribute to an affordable <br />housing trust fund. Adopt incentives such as <br />increased densities, increased height limits, <br />reduced parking standards, and ministerial <br />review for projects that incorporate increased <br />affordable units or deeper levels of <br />affordability. <br />Complete a feasibility study on in-lieu <br />payments to a Housing Trust Fund by <br />January 2026. If feasible, amend the <br />municipal code to allow for an in-lieu fee <br />structure by December 2027 and implement <br />an Inclusionary Housing Ordinance by <br />December 2029. <br />EXHIBIT 6
