Assess potential preference policy for <br />affordable housing opportunities, land use, <br />transportation, urban design, public facilities <br />and services, and economic development <br />strategies. The City will seek involvement <br />from community organizations and <br />advocates, business councils, and residents <br />to further refine the program scope. <br />Establish a community working group that <br />meets annually to prioritize funding for <br />community investments. <br />18. Apply for funding and coordinate with the <br />OCTA Safe Routes to School program to <br />establish at least one partnership in the city <br />for active transportation projects and/or <br />safety education campaign, prioritizing <br />school routes within and from the <br />neighborhood of E Imperial Highway and N <br />Harbor Boulevard. <br />Establish partnership for Safe Routes to <br />School and apply for grant funding by the <br />end of 2025. Initiate at least one project or <br />campaign by the end of the planning period. <br /> <br />Issue: Disproportionate Housing Needs <br />Housing cost burden is an issue for renters across Orange County, including in Fullerton. More <br />than 20% of all units are overcrowded in the neighborhoods south of downtown, which are <br />predominantly Hispanic. <br />Contributing Factors: <br />1. Displacement of residents due to economic pressures. <br />2. Location, type, and supply of affordable housing <br />3. Land use and zoning laws <br />Actions: Timeframe: <br />1. Develop an outreach strategy in multiple <br />languages for property owners who own <br />fewer than 10 residential units (either in <br />single-family or multi-family rental housing) <br />to assess needs and connect them with <br />resources, such as housing unit rehabilitation <br />and financing programs. The intent of this <br />program is to preserve Naturally Occurring <br />Affordable Housing (i.e., not currently <br />regulated with affordability restrictions), <br />particularly in the neighborhoods of <br />Woodcrest Park and Rancho La Paz. The <br />program will seek to prioritize communities <br />vulnerable to displacement, generally in the <br />Develop an outreach strategy for “mom and <br />pop” property owners by January 2026. <br />After the strategy is adopted, conduct <br />outreach to at least 15 property owners with <br />less than 10 units and assist at least 5 <br />property owners with a combined total of 20 <br />units or more by December 2029. <br />EXHIBIT 6
