Review the City’s Tenant-Based Rental <br />Assistance program with input from tenants <br />and property owners/managers, ensuring <br />representation across the economic <br />spectrum, and update as appropriate. <br />Outreach to be conducted to all vulnerable <br />communities during the update process and <br />after final adoption in 2027. Fill any gaps <br />between Section 8 assistance and rent, or to <br />aid those who may not qualify for Section 8 <br />but need one-time emergency assistance, to <br />provide relief to tenants to avoid the <br />displacement in vulnerable communities. <br />Update the City’s Tenant-Based Rental <br />Assistance program by January 2027. <br />Prepare and present a report on <br />recommendations for programs that would <br />provide relief to tenants and landlords to <br />avoid the displacement in vulnerable <br />communities by December 2026. If a rental <br />assistance program is approved and <br />implemented as a result, the program will <br />assist at least 10 lower income renter <br />households annually. <br />3. In consultation with fair housing service <br />providers and community-based <br />organizations, evaluate existing state and <br />federal “just cause for eviction” (AB 1482; <br />2019-Chiu) and other similar legislation with <br />provisions to determine if additional <br />protections through a local ordinance is <br />warranted. <br />Assess if additional protections are needed <br />by January 2026. If warranted, recommend <br />adoption of a local tenant protection <br />ordinance to City Council by December 2026. <br />4. Partner with Cal state Fullerton to develop a <br />plan to address the need for off-campus <br />affordable housing for students. <br />Develop a city-wide student housing plan by <br />December 2029. <br />5. Prioritize public health, education, economic, <br />and safety programs in lower resource areas <br />as defined by TCAC in coordination with area <br />public health entities, school districts, <br />workforce development groups, and the <br />police department. Identify addresses an d <br />compile mailing list and email addresses to <br />focus outreach to neighborhoods with higher <br />concentrations of low-income and minority <br />residents to prioritize services in these areas. <br />Increase participation in the City’s first-time <br />homebuyer seminars and owner-occupied <br />housing rehabilitation grant program percent <br />annually from lower income and minority <br />concentration areas between 2021-2029 <br />(data collection via surveys conducted at the <br />seminars). <br /> <br />EXHIBIT 6
