<br /> <br />Orange County 234 25-29 Regional AFH <br /> <br />development of 100 percent affordable housing projects on vacant <br />or underutilized City- owned sites. The City will also coordinate with <br />the public entities that own a site (or sites) to ensure that the legally <br />mandated surplus property process is followed <br />27. The City seeks to continue to strengthen its relationship with the ICLT <br />to collaborate and partner on efficiently and effectively maximizing <br />affordable housing opportunities. <br />As opportunities arise <br />for acquisition, <br />development, and <br />legislative initiatives <br />the City will work with <br />ICLT. Additionally, <br />City will meet at least <br />quarterly with ICLT <br />starting in November <br />2021 to coordinate <br />efforts. City will <br />document progress <br />on these items in its <br />Annual Progress <br />Report. <br />28. The City will coordinate with public agencies to facilitate the <br />development of affordable housing projects on vacant and <br />underutilized sites, including sites owned by the County of Orange, <br />the State, and the Irvine Ranch Water District. Activities could include <br />collaboration with public agencies on master -planning and <br />disposition efforts for large vacant and underutilized sites. <br />Coordination with <br />County of Orange, the <br />State, and the Irvine <br />Ranch Water District <br />and any other <br />relevant public <br />agencies in <br />connection with the <br />Land Use Element <br />Update and Zoning <br />Ordinance <br />amendment from <br />2022 <br />through October 2024 <br />29. The City’s Land Use Element allows for the entitlement of affordable <br />housing units beyond the maximum unit counts established in the <br />Zoning Ordinance, thus considered additive to the General Plan <br />intensity thresholds, which allows additional units to be developed <br />under the City’s established land use designations. <br />As development <br />projects are proposed <br />(timing dependent on <br />development <br />community). <br />30. The City will amend the Inclusionary Housing Ordinance By October 2024 <br />31. Encourage and incentivize ADUs through various programs By January 2023 <br />EXHIBIT 6
